ROWVA Community Unit School District 208 Board of Education Met Aug. 16.

Here is the minutes provided by the board:

The ROWVA Board of Education met in their regular meeting in the High School LMC. The meeting was called to order by Mr. Haynes at 7:00 p.m.

The following members answered roll call at 7:00 p.m.:

Mr. Johnson (Present ☒ Not Present ☐), Mr. Kalb (Present ☒ Not Present ☐), Mr. Kuelper (Present ☒ Not Present ☐), Mr. Lake (Present ☒ Not Present ☐), Mrs. Shepherd (Present ☒ Not Present ☐), Mr. West (Present ☒ Not Present ☐), and Mr. Haynes (Present ☒ Not Present ☐).

Mr. Kuelper moved and Mr. Lake seconded the motion to approve the Consent Agenda for the minutes of July 19, 2021, the Treasurer’s Report, and the payment of all bills in Education, Operations and Maintenance, Transportation, IMRF, Working Cash, Fire/Safety and Activity Funds as listed on the official copy. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☒). Motion carried.

People present were Board members, administrators, two members of the support staff, four members of the certified staff, 30 members of the public, 3 students, and Bell and WQAD of the press. Thirteen members of the public spoke during public comment time.

Mrs. Danner presented the elementary principal’s report. She reviewed: Summer goals, educational spotlight and upcoming events/activities.

Mr. Seaney presented the jr./sr. high school principal’s report. He reviewed: Summer goals, education spotlight, sport/activities, and upcoming events.

Mr. Sornberger presented the superintendent’s report. All items were Agenda items.

Mr. Sornberger, Mr. Seaney and Mrs. Danner presented the Return to School Plan and requested that it be approved. Mrs. Shepherd moved and Mr. Kalb seconded the motion. Polled vote: Mr. Johnson (Aye ☐ Nay ☒), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☐ Nay ☒), Mr. Lake (Aye ☐ Nay ☒), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☐ Nay ☒), and Mr. Haynes (Aye ☒ Nay ☐). Motion fails 4-3. The recommended plan followed the Governor’s mandate for masking.

Mr. Lake made the motion to approve the Return to School Plan as presented for the time period of August 23rd – September 3rd. Mr. Johnson seconded. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☐ Nay ☒), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carries 6-1. Mr. West made a motion to amend the original amendment. Mr. Johnson seconded. Motion amended to include the construction of a Return to School plan committee consisting of administrators, board members, and teachers. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☐ Nay ☒), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carries 6-1.

*Return to School Plan

Mr. Sornberger presented the tentative FY22 Budget.

Mr. Sornberger recommended that September 20, 2021 at 6:50 pm be the date for the Budget Hearing. Mr. Lake moved and Mr. Kuelper seconded the motion.

Mr. Sornberger presented changes to the FY22 School Calendar and recommended that it be approved as presented. Mr. West moved and Mrs. Shepherd seconded the motion. Motion carried.

Mr. Sornberger requested approval to purchase new/used vehicles to replace some of the current fleet. Mr. West moved and Mr. Johnson seconded the motion. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried.

Mr. Sornberger requested approval to purchase a fence for the Elementary Playground. Mr. Lake moved and Mr. Johnson seconded the motion. Polled vote: Mr. Johnson

Mr. Sornberger presented the PRESS Plus Policies for the second reading and recommended that they be approved as presented. Mr. West moved and Mrs. Shepherd seconded the motion. Motion carried.

Mr. Sornberger recommended hiring Brooke Cokel as the LMC Aide. Mrs. Shepherd moved and Mr. Kuelper seconded the motion. Motion carried.

Mr. Sornberger recommended hiring Tiffany Lindsey as a 5th Grade 1-on-1 Aide. Mr. Lake moved and Mr. West seconded the motion. Motion carried.

Mr. Sornberger recommended hiring Kayla Godsil as a 1st Grade 1-on-1 Aide. Mr. Kuelper moved and Mrs. Shepherd seconded the motion. Motion carried.

Mr. Sornberger recommended hiring Tim Englebretson as a part-time Driver Education Instructor. Mr. Kuelper moved and Mrs. Shepherd seconded the motion. Motion carried.

Mr. Sornberger recommended hiring Tina West as an Assistant Volunteer HS Cheer Coach. Mr. Kalb moved and Mr. Johnson seconded the motion. Motion carried with one abstention.

Mr. Sornberger recommended accepting the resignations of Joel Zaiser (Driver Education) and Trina Glas (Elementary Aide). Mr. Johnson moved and Mrs. Shepherd seconded the motion. Motion carried.

Mr. Kuelper moved and Mr. West seconded the motion to adjourn at 9:59 p.m. Motion carried.
