City of Knoxville City Council Met July 19.

Public Hearing and Regular Council Meeting

Call to Order: Mayor Myers called the City of Knoxville Public Hearing on the 2021-2022 Appropriations Ordinance to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Howard, Moore and Reed; Mayor Myers, Treasurer Barnum, Chief of Police Poyner, Water Superintendent Johnson, Attorney McCoy, and City Clerk Wilt. Absent: None. Also in attendance: Lieutenant Don Ryner, Mrs. Shelly Ryner, Mr. David Wilt, Mr. William Munson, Mr. Dennis Maurer.

Public Comments: None.

Adjourn: As there were no public comments, Alderman Gruner moved to adjourn the Public Hearing. Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The Public Hearing was adjourned at 7:01 PM.

Call to Order: Mayor Myers called the regular Council Meeting to order at 7:01 PM.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Howard, Moore and Reed; Mayor Myers, Treasurer Barnum, Chief of Police Poyner, Water Superintendent Johnson, Attorney McCoy, and City Clerk Wilt. Absent: None. Also in attendance: Lieutenant Don Ryner, Mrs. Shelly Ryner, Mr. David Wilt, Mr. William Munson, Mr. Dennis Maurer.

Promotion: Chief Poyner promoted Lieutenant Don Ryner to Captain and recognized his years of service.

Public Comments: None.

Approval of Minutes: Alderman Howard moved to approve the Minutes of the July 6, 2021 City Council Meeting. Alderman Eiker seconded the motion which passed by voice vote with no dissent.

Alderman Gruner moved to approve the Minutes of the July 6, 2021 Water and Sewer Committee Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent. Alderman Hillier moved to approve the Minutes of the July 12, 2021 City Council Work Session. Alderman Eiker seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: Attorney McCoy reported that former Officer Ryder Cudd’s litigation was still proceeding, and that he was working on the mayor’s proposal to add Wheel Tax charges to citizens’ water bills.

Engineer Report: No report.

Treasurer’s Report: Treasurer Barnum provided a list of all CD activity she has recently completed and will be working on through September. After September, all CD maturity dates will be in 2026.

City Clerk’s Report: No report.

Payment of City Bills: Alderman Hillier moved to approve payment of the City Bills; Alderman Gruner seconded the motion which passed with seven (7) Yes votes.

INFORMATION ITEMS

• Mayor Myers noted that the monthly departmental operating reports were available in the online Council packet.

OLD BUSINESS

None.

NEW BUSINESS

1. Ordinance 2021-04 Appropriations: The only changes to the Appropriations since the July 12, 2021 work session were in the areas of the Town Miscellaneous account and the Tort account. Alderman Hillier moved to approve Ordinance 2021-04 Appropriations as presented. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes.

2. Citywide Water Leak Detection: Water Superintendent Johnson reported that the monthly unaccounted water loss averages 20-28%. Citywide leak detection was last performed in 2010 with multiple leaks identified and repaired at that time. A new detection could reap potential savings. Alderman Gruner moved to approve contracting for citywide leak detection up to $12,000.00. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes.

3. Water/Sewer/Sanitation/Capital Improvement Rate Increase: Mayor Myers proposed the following monthly rate increases as a first reading: Water $1.00, Sewer $1.00, Sanitation $1.00, Capital Improvement $0.50, and usage over 2,000 gallons $1.00 per thousand. An ordinance changing these rates will be presented at the August 2, 2021 Council Meeting.

4. Sale of Skate Park Equipment: Alderman Reed proposed to move the skateboard park equipment at James Knox Park to determine the status underneath it, sell the equipment, and turn that section of the park into a multi-use recreational area. Alderman Reed moved to go forward with selling the skateboard park equipment. Alderman Moore seconded the motion, which passed with seven (7) Yes votes. Once Alderman Reed determines the value of the equipment and decides how it will be sold, Attorney McCoy will draft an ordinance.

5. Purchase Cemetery Mower: Alderman Hillier moved to purchase a John Deere mower for the Cemetery Department from Neff Equipment for $5,600.00. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes.

6. Police Car Camera Systems/Radar Units: Alderman Howard moved to purchase three (3) radar systems and three (3) car cameras from Stalker Radar for the Police Department for $20,357.00. Alderman Hillier seconded the motion, which passed with seven (7) Yes votes.

7. Appoint Kathy Breeden to the Public Library Board: Alderman Hillier moved to appoint Kathy Breeden to the Public Library Board. Alderman Gruner seconded the motion, which passed by voice vote with no dissent.

Mayor’s Report:

• Captain Don Ryner will retire July 31, 2021.

• There will be a Christmas Party for employees, elected officials, and a guest on December 5, 2021, from 4:00-7:00 at Beavers Teeth Brew and Chew.

• An ordinance to sell excess City printers and tablets will be on a future agenda.

• New City Hall brickwork started today. There will be a construction meeting on July 20, 2021.

• The new water salesman bulk water vending will be installed this week.

• Pictures showing City tree and/or sidewalk work will be shared on social media for the public to view.

• There will be an open house scheduled for the public to view the new City Hall.

• The next regularly scheduled Council meeting will be held on Monday, August 2, 2021 at 7:00 pm.

Committee Reports

• Administration: No report.

• Cemetery: No report.

• Economic Development: No report.

• Parks: The final Praise in the Park music event for the season is scheduled for July 21, 2021.

• Police: No report.

• Sanitation: No report.

• Streets: No report.

• Water/Sewer: No report.

Adjourn: At 7:44 PM, Alderman Hillier moved to Adjourn the Meeting; Alderman Gruner seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
