City of Knoxville City Council Met July 6.

Here is the minutes provided by the council:

Call to Order: Mayor Myers called the Meeting to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Howard, Moore, and Reed; Mayor Myers, Treasurer Barnum, Chief of Police Poyner, Attorney McCoy, Engineer Cooper and City Clerk Wilt. Absent: None. Also present: Mr. Heath Milan, Mr. Patrick Hayes, and several members of Mr. Hayes’ family.

Mayor Myers administered the oath of office to new Police Officers Patrick Hayes and Heath Milan.

Public Comments: None.

Approval of Minutes: Alderman Gruner moved to approve the Minutes of the June 21, 2021 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: No report.

Engineer Report: No report.

Treasurer’s Report: No report.

City Clerk’s Report: No report.

INFORMATION ITEMS

None.

OLD BUSINESS

1. Circle Drive Drainage: Attorney McCoy noted that there is a utility easement between lots 9 and 10 off of Circle Drive, but it does not go all the way through the lots. He will send a letter to the landowner stating that we need to access the easement to view the ground to determine the cause of the drainage issues.

NEW BUSINESS

1. Grace Lutheran Church 108 S Timber St – Plant Terrace Trees: Grace Lutheran Church submitted a proposal to plant two (2) small ornamental trees on the city terrace at 108 S Timber St. Alderman Hope moved to allow the church to plant the trees with the caveat that the City be involved in the tree selection. Alderman Hillier seconded the motion, which passed by voice vote with no dissent.

2. Agreement with IDOT for STU/COVID Funding for Henderson Road Resurfacing Project: Engineer Cooper reported that IDOT requires a written agreement for the Henderson Road Resurfacing Project, which the Council had already approved at the May 3, 2021 Council meeting. Alderman Hillier moved to allow Mayor Myers to sign the Illinois Department of Transportation agreement. Alderman Gruner seconded the motion, which passed by voice vote with no dissent.

3. Agreement with Bruner, Cooper, and Zuck for Construction Engineering Services for Henderson Road Resurfacing Project: Engineer Cooper stated that the process for selecting construction engineering service for the Henderson Road project is documentation intensive, and that three agencies had been asked submit proposals in accordance with IDOT guidelines. Alderman Hillier moved to contract with Bruner, Cooper, and Zuck for the Henderson Road Resurfacing Project. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes.

4. Wage Differential for Work Performed Outside of Designated Department: Alderman Hillier moved to pay a $2.00 wage differential to employees in the Parks or Cemetery departments for hours worked in the Street, Sanitation, or Water department. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes.

5. South West Street Drainage: Alderman Howard stated that the owner of 110 S West St has requested City intervention to reconfigure ditches in her neighborhood to alleviate drainage problems on her property.

Mayor’s Report:

• The July 4 fireworks were successful, however there are many illegal fireworks on private ground that disturbed residents overnight.

• Keystone Power Holdings LLC will come to a future Council meeting to give a presentation on solar power and potential savings for the Wastewater Treatment Plant.

• A new City Hall construction meeting was held earlier today. Masonry work will be starting soon.

• The Economic Development Group provided draft letters to send to taxing bodies to let them know the City’s plans for TIF extension.

• The TIF account funds will be monitored to see if a loan is necessary to cover the costs associated with the new City Hall.

• A Council work session to discuss 2021-2022 Appropriations will be held on Monday, July12, 2021 at 6:00 PM at the Police Station.

• The next regularly scheduled Council meeting will be held on Monday, July 19, 2021 at 7:00 PM at the Police Station. A Public Hearing concerning 2021-2022 Appropriations will precede the meeting.

Committee Reports

• Administration: No report.

• Cemetery: Alderman Hillier reported that a mower needs to be replaced, and the item will be placed on the July 19, 2021 Council agenda.

• Economic Development: No report.

• Parks: Alderman Eiker thanked the Park employees for watering the potted plants throughout the City parks.

• Police: No report.

• Sanitation: No report.

• Streets: No report.

• Water/Sewer: No report.

Adjourn: At 7:39 PM, Alderman Eiker moved to Adjourn the Meeting; Alderman Gruner seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
