City of Monmouth City Council Met July 6.

Here is the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Justin Thomas, Tony Cook, Alderwoman Susan Twomey, Aldermen Brian Daw, Jim Conard, Juan Pinedo, Alderwoman Mary Kelly and Alderman John VanVleet Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Lew Steinbrecher, City Attorney Marcum Spears, Woodard and Curran Public Works Director Andy Jackson, Communications Director Ken Helms, Building and Zoning Director Joe Clark, MFD Chief Casey Rexroat and MPD Lieutenant Joe Bratcher

III. APPROVAL OF MINUTES

A. Approval of June 21, 2021 Council Meeting Minutes

It was moved by Alderman Conard and seconded by Alderman Cook to approve the June 21, 2021 Council Meeting Minutes as presented.

AYE: Alderman Cook, Alderwoman Twomey, Aldermen Daw, Conard, Pinedo, Alderwoman Kelly and Alderman VanVleet

PASS: Alderman Thomas

NAY: none

MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

A. Presentations or Citizen Inquiries

There were none to be heard.

B. Consent Agenda

1. Approval of Bills

It was moved by Alderwoman Kelly and seconded by Alderman Pinedo to approve the bills as presented.

V. COMMITTEE OF THE WHOLE

A. TIF Commercial Building Rehabilitation Application – Flowers Are Us Administrator Steinbrecher explained that Jane Switzer, owner of Flowers Are Us, submitted an application for the Downtown TIF Commercial Building Rehabilitation Program., The eligible exterior rehabilitation work is to: 1) Parge coat entire wall on the South side of the building 2) Replace lintel above garage door 3) Concrete approach into the garage 4) Fix roof in 6 spots and reseal the entire roof. The concrete work is to be done by At-Co Masonry and the roof repair is to be done by Andy’s Roofing. The total cost of the rehabilitation work comes to $29,290.96 and $8,787.29 is the amount eligible for reimbursement to Flowers Are Us. The Administration is recommending approval of this application. It was moved by Alderwoman Twomey and seconded by Alderman Daw to approve the above-stated application for Flowers Are Us.

B. United Way Banner Request for Heritage Festival – Jeannie Weber Ms. Weber was unable to be present; therefore, Administrator Steinbrecher explained that the United Way would like to utilize the poles around the public square and in the Northeast quadrant to publicize the Hispanic Heritage Festival that is being held in September. The Chamber had previously asked for using the poles to publicize their Farmers Market, but has since withdrawn that request. It was moved by Alderman Daw and seconded by Alderwoman Twomey to approve the United Way’s request to use the poles around the square for banners to advertise the Hispanic Heritage Festival.

C. Building and Zoning June Report – Director Clark

✓ The old data system for permit and rental inspections had become corrupted; therefore, Danielle has been re-entering permitting information from hard copies from 2019 to June 2021, which will allow the department to resume monthly permit calculations.

✓ Ongoing TIF projects are: M.R.E. Old Y.M.C.A.; Land Management Partners; Old Review atlas Building; Robbins resource MGT INC. at 208 South Main Street; Robbins and Treat LLC at 227 South Main Street and Ramon Godina at 109/111 East 1st Avenue.

✓ Completed TIF projects are: Buffalo 67 and Alfano’s

✓ United Way and J.B.’s Woodshed are not quite completed for their Façade Grants.

✓ First United Methodist Church and OSF Holy Medical Center are Open Projects.

✓ Completed Projects are Dame Fine Coffee and West Central F.S.

✓ Rental inspections have been resumed as July 1, 2021.

✓ The City received a Strong Communities Grant in the amount for $124,400.00, which enabled it to proceed with the abatement and demolition of 925 South D Street and 700 South 2nd Street. Two additional properties located at 1018 South Main Street and 322 West 5th Avenue will be the next two targeted for abatement and demolition under this SCP grant.

D. Woodard and Curran May Report – Director Jackson

➢ We are still waiting to hear from the agencies that we have applied to for funding opportunities for our future projects. We also have not heard anything regarding any funding through the Federal American Rescue Plan as the State of Illinois has not submitted any invoices as of yet.

➢ The City has an application for a half million dollars for the West Harlem project through Senator Durbin’s office that we have not received any information on.

➢ The City was awarded $655,000 through the Congressional State Appropriations to help with some of our Capital Improvement projects, but has not received the money as of yet.

➢ CDBG Grant for West Harlem will probably not be awarded until late Fall.

➢ Notifications for the award of grants for the Federal RAISE program the City applied for to help with funding the West Harlem project will most likely not be sent out until sometime in the Winter.

➢ LRS made three site visits to determine placement of the improvements they will be making such as the new recycling building, scale, etc.

➢ Advanced Plumbing completed the replacement of the collapsed sewer in the 700 block of North D Street. The County will seal coat that block.

➢ The City’s certified report for the American Resiliency Act and mandated by the EPA has been submitted. The next requirement regarding Cyber security will address our SCADA system.

E. Hutchison Engineering Agreement for Inspection of Airport T-Hangar Construction Administrator Steinbrecher explained that IDOT Aeronautics has finally signed off on their review of the City’s construction contract for building the T-Hangar with Littleton Construction. Due to the delay in their approval, construction will probably not start until late Fall. It was moved by Alderman Daw and seconded by Alderman Cook to approve the Hutchison Engineering agreement for Inspection of Airport T-Hangar Construction.

F. Continue Applicability of COVID-19 Temporary Outdoor Seating Discussion Administrator Steinbrecher explained to the Council that in the Spring of 2020 due to Governor Pritzker’s restrictions on indoor dining due to COVID-19, the City approved a temporary outdoor seating arrangement that was more lenient than the permanent Sidewalk Café Ordinance passed in October of 2020. In April of 2021, since the State was still under indoor dining restrictions, it was decided to continue with the temporary outdoor seating arrangements. However, now that the indoor dining restrictions have been lifted, the Administration felt it was appropriate to discuss whether or not the Council wished to continue the rest of the year with the informally granted lenient outdoor seating arrangement. After general discussion, it was felt it was best to return to the Outdoor Sidewalk Café Ordinance. It was moved by Alderman VanVleet and seconded by Alderman Cook to rescind the Temporary Outdoor Seating Arrangement provisions.

G. W & C Engineering Agreement for Disinfection Design at WWTP per IEPA Mandate Jennifer Anders, W & C Engineer, explained that in order to receive a permit to operate the City’s municipal wastewater treatment plant, the IEPA has mandated the City to construct an Ultraviolet Disinfection System before the treated water can be discharged into a nearby surface water creek. The City got an extension due to COVID-19, but now the State is requiring that this design be completed by December 2021. It is necessary to retain the services of an engineering firm to design this UV system and that is what this agreement with W & C carries out for a not-to exceed $180,000 lump sum fee. The City administration allowed for this expenditure in the current budget. It was moved by Alderwoman Kelly and seconded by Alderman Daw to approve the Engineering Agreement with W & C for a Disinfection Design at WWTP

VI. OTHER BUSINESS

It was moved by Alderman Daw and seconded by Alderman Cook to adjourn the July 6, 2021 meeting at 6:30 p.m.
