Fulton County Board Executive Committee Met June 2.

Here is the minutes provided by the committee:

1. Call to Order

Time: 7:15 pm

2. Roll Call

Roll call was taken, quorum was present

3. Call for Additions/Deletions to and Approval of Agenda

Member Kessel moved to approve the agenda with a second from Member Thompson. Motion carried by roll call vote (7-0).

4. Approval of Previous Minutes – May 5, 2021

Member Madson moved to approve the May 5, 2021 minutes with a second from Member Thompson. Motion carried by roll call vote (8-0).

5. Announcements, Communication and Correspondence – None

8. New Business

a. Discussion/Action: Resolution: Chad Murphy – Appointment to the Fulton County Housing Authority Board of Commissioners

Member Kessel moved to approve the resolution with a second from Member Arnett. Motion carried by roll call vote (8-0).

b. Discussion/Action: Resolution: William Danner – Re-appointment to the Fulton County Housing Authority Board of Commissioners

Member Deushane moved to approve the resolution with a second from Member Thompson. Motion carried by roll call vote (8-0).

c. Discussion/Action: Resolution: Damon Roberson – Re-appointment to the Fulton County Housing Authority Board of Commissioners

Member Kessel moved to approve the resolution with a second from Member Madson. Motion carried by roll call vote (8-0).

d. Discussion: Appointment ZBA (Zoning Board of Appeals)

Chairman Clark discussed Del Parsons has resigned from the Zoning Board of Appeals. Clark discussed Damon Roberson who has been recommendation to replace Mr. Parsons. Member Kessel stated Mr. Roberson is a retired Health Department Administrator and would do a great job.

9. Reports from Committee Chairs

a. Community Development

Member Bohler reported no action from Community Development.

b. Finance/Insurance

Member Spangler reported a hiring freeze for any department that is part of the General Fund budget has been approved by the Finance committee.

The Finance committee will have a special meeting to discuss the uses for the ARPA (American Rescue Plan Act) funds on June 14, 2021 at 5:30pm.

The consulting firm Bellwether will assist Fulton County in managing the use of the ARPA funds.

c. Health

Member Kessel discussed the Clayberg has three residents that tested positive for Covid. The Clayberg created and isolation unit for infected residents and currently no additional cases have been reported. The DON (Director of Nursing) resigned and the Assistant Director of Nursing was promoted to this position. The Clayberg had a fund raiser for Cass Putman Fire and Rescue $5,000.00 was raised and donated.

d. County Highway

Member Madson reported that County Highway 2 work will start soon.

County Highway 15 will be closed starting June 14 for approximately five weeks for culvert replacement and collateral work.

County Highway 27 culvert work is completed.

e. Property & Courts

Member Arnett reported the hunting lease for the landfill has been approved with an amendment to the liability insurance. The Property Committee lowered the liability insurance to $1,000,000.00 instead of $2,000,000.00.

The clock tower maintenance agreement was approved and the additional funding was approved to pay the maintenance agreement.

The phone system at the courthouse will change from Mid-Century to New Horizon.

The budget line item for the landfill maintenance has been approved.

f. Personnel & Legislative

Member Thompson discussed the Rules of Order have been revised and will be presented to the Fulton County Board for approval.

EEO work is being done.

g. Public Safety & Campground

Member Deushane discussed she has received a number of complaints about speeding on County Highway 5.

The campground has rented all electric campsite.

The campground has leased a zero turn John Deere mower. The campground will lease the mower for 5-years. Without the repairs needed for hydraulic issues on the old mower, this made a positive improvement to the campground budget.

h. Liquor

Chairman Clark reported the Class A & B liquor licenses will be on the agenda to be approved.

Member Kessel moved to adjourn at 7:42pm with a second from Member Deushane. Motion carried by Roll call vote (8-0).
