General Obligation bonds of the City to finance one or both of the following: (i) refunding certain outstanding bonds of the City and (ii) waterworks and sewerage system improvements; providing for the levy and collection of a direct annual tax sufficient to pay the principal of and interest on the bonds, and authorizing the sale of the bonds to the purchaser thereof.
