McDonough County Board Law & Legal Committee Met June 7.

Here is the minutes provided by the committee.

The Law & Legal Committee held its monthly meeting at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members present included Committee Chair Joe Erlandson, Vice Chair Ken Durkin, Lee Calvert, Eric Chapman, Travis Hiel, Michael Kirby, Terra Litchfield, Julie Melvin. Other persons in attendance were County Chair Scott Schwerer, Committee Secretary Stacey Alexander, Patrick Stout, Sheriff Petitgout, Ric Smart, Dave Schaab, Assessor Tammy Camp, Jeff Butler and Oliver Ellen from RWE.

Chair Erlandson called the meeting to order at 7:00 p.m.

Review & Approve May 3, 2021 Minutes

Member Chapman moved with a second by Member Melvin to approve the minutes as submitted. Motion carried on a voice vote.

Waste Management Update

Dave Schaab gave the report.

Tri-County Recycling

No report.

Veteran’s Assistance and Van Report

Ric Smart gave the report. Seven Veterans were given assistance in May. Total assistance amounted to $1407.15. Ric informed the Committee they are in line to receive a new van. He stated that the current van has around 80,000 miles.

Sheriff’s Report

Sheriff Petitgout went over the report. Member Kirby Asked again for the Complaint procedures at the jail from Sheriff Petitgout. Vice Chair Durkin asked if the locks at the Jail were done. Sheriff Petitgout informed the Committee they were done.

Assessor’s Office Update

Assessor Tammy Camp stated that in June 2022, she is retiring. Tammy also inquired about hiring a new employee in July or August of 2021. Member Litchfield asked about the County hiring someone stating that educated Assessor’s are hard to come by. County Chair Schwerer said thank you for coming to the Committee and letting them know. The County Board Chair appoints the Assessor. Chair Schwerer stated that hiring mid budget is hard to do. County Chair Schwerer, Member Erlandson, and Member Hiel are going to sit down and look at Tammy’s budget and bring it back to the Committee in July.

Sheriff’s Bonus Request

Member Hiel went over the bonus Sheriff Petitgout gave back in January 2021. Member Hiel stated that with grant funds coming in this could be done. Member Hiel stated that he would like to see this go to the Finance Committee and on to Board. County Chair Schwerer stated he feels we need more information. Vice Chair Durkin moved with a second by Member Hiel to send the Sheriff’s request to the Finance Committee. Motion carried on a voice vote.

Wind Farm Ordinance

Chair Erlandson went over the changes in the letter from the Farm Bureau. Member Hiel stated that he felt it was poor of the Farm Bureau to come in with their letter at this late of a date. A discussion was held on the points from the Farm Bureau’s letter and were gone over in the Ordinance. Member Hiel moved with a second by Member Litchfield to take a revised Ordinance to Board June 2021.

Claims Review and Approval

Vice Chair Durkin moved with a second by Member Litchfield to approve the claims as submitted. Motion carried on a voice vote.

Public Comment

Jeff Butler explained why the letter from the Farm Bureau was so late. Butler stated that he is disappointed with no changes to the flickering and, setup.

County Board Chair Comments

County Chair Schwerer stated that this was a great meeting and thanked everyone. Chair Schwerer also stated that the COVID-19 numbers are way down.

Adjourn

Member Hiel moved with a second by Member Chapman to adjourn the meeting at 8:27 p.m. Motion carried on a voice vote.
