McDonough County Board met May 19.

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse at 7:00 p.m. roll call resulted in 18 present, and 3 absent. Sheriff Nick Petitgout made the opening declaration. Chair Schwerer led the Pledge of Allegiance.
EXHIBIT 1
Board Member Chapman moved with a second by Board Member Twaddle to approve the minutes of April 21, 2021. Motion carried with a voice vote.
EXHIBIT 2
The report from Public Defender, Stephanie Hilton for the month of April, 2021 was received and filed.
EXHIBIT 3
The report of Sales Tax collected in February, 2021 was received and filed. County Sales Tax, Public Safety tax, and Transportation Tax were all down from the previous month.
EXHIBIT 4
The report of Balances and Investments from County Treasurer Graves for the month of April, 2021 was received and filed.
EXHIBIT 5
The report of Circuit Clerk Wilson for the month of April, 2021 was received and filed.
EXHIBIT 6
The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of April, 2021 was received and filed.
EXHIBIT 7
The Transfer of Appropriations of Monies was referred to the Finance Committee. Chair Hiel reported the finance committee did not transfer any funds as Exhibit 8A.

Board Member Clark moved with a second by Board Member Foster to approve the report of the Finance Committee as read. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 8A.
EXHIBIT 9
Board Member Nissen moved with a second by Board Member Marcott to dispense with the reading of the claims report and to approve it as approved by the Claims Committee. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 9A.
EXHIBIT 10
Joe Glaze from Capital Power gave an update on the Wind Farm, and stated that things are going well. Exhibit 10A.
EXHIBIT 11
Member Nissen moved with a second by Member Cox to appoint Chief of Police Jerel Jones to the ETSB Board as Representative of the Macomb Police Department. Motion carried on a voice vote. EXHIBIT 11A.
EXHIBIT 12
Member Hiel moved with a second by Member Helling to approve the Resolution to Amend FY 2021 Coroner Automation Fund Budget. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as EXHIBIT 12A.
EXHIBIT 13
Member Durkin moved with a second by Member McLean to Approve the Resolution to Amend FY 2021 McDonough General Fund ESDA Grant Budget. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as EXHIBIT 13A.

Member Cox moved with a second by Member Marcott to approve the Resolution 21-00000-00-PP GATA Agreement, Resolution Request for County Aid to Bridge Funds Project 1942-30 Walnut Grove Township Road District, Resolution Request for County Aid to Bridge Funds Project 2151-43 Chalmers Township Road District, Resolution Request for County Aid to Bridge Funds Project 2045-14 Hire Township Road District, Resolution Request for County Aid to Bridge Funds Project 2146-39 Emmett Township Road District, Resolution Request for County Aid to Bridge Funds Project 1530-85 McDonough County, and to approve Section 18-00300-00-BR Rebuild Illinois Funds for Construction. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as EXHIBIT 14A.
EXHIBIT 21
Member Erlandson gave a short overview of the Ordinance and, reviewed the Farm Bureau’s concerns. Jeffrey Butler spoke on the policy concerning Shadow Flicker. He believes it should be less than thirty hours. He would also like the set-backs increased. Member Erlandson moved with a second by member Foster to postpone the vote until next month.
EXHIBIT 22
Member Hiel moved with a second by Member McGrew to approve the Resolution Reapportioning McDonough County for the Election of County Board. Motion carried on a voice vote.
PUBLIC COMMENT
Dana Walker spoke to the Board about moving a Precinct line.
Oliver Ellen with RWE spoke on the Farm Bureau’s recommendation.
Sheriff Petitgout spoke on Corrections Officer Appreciation Week.
Dave Cortelyou complimented MDH and The Elms for the exceptional treatment he received while in their care.
Chair Schwerer entertained a motion that Days and Miles are checked, Roll be called, and the Board adjourn until Wednesday, June 16, 2021 at 7:00 p.m. Board Member McGrew made the motion which was seconded by Board Member Melvin. Motion carried with a roll call vote of 18 yeas, and 3 absent. With no further business to discuss the meeting adjourned at 8:02 p.m. Sheriff Petitgout gave the closing declaration.
