City of Knoxville City Council Met April 5.

Call to Order: Mayor Maurer called the Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Benjamin, Eiker, Hillier, Hope, Howard, Myers and Reed; Mayor Maurer, Treasurer Whitney, Chief of Police Poyner, Attorney McCoy, and City Clerk Wilt. Absent: Alderman Gruner. Also present: Mr. Elias Sahyouni with the Ghada Company
Public Comments: None.
Approval of Minutes: Alderman Eiker moved to approve the Minutes of the March 15, 2021 City Council Meeting. Alderman Benjamin seconded the motion which passed with seven (7) Yes votes and one (1) Absent.
GENERAL REPORTS
Attorney Report: Attorney McCoy noted that his firm Miller, Hall, & Triggs is hosting an online Municipal Law Seminar for elected officials on May 15, 2021.
Engineer Report: No report.
Treasurer’s Report: Treasurer Whitney reported that he continues to reinvest maturing CDs. City Clerk’s Report: No report.
INFORMATION ITEMS
Mayor Maurer noted that RC Masonry had been contracted to tuckpoint portions of City Hall, the Old Courthouse, and the privy building.
OLD BUSINESS
1. Ordinance 2021-02 Redevelopment Agreement The Ghada Co 222 E Main St: Mayor Maurer presented this ordinance, an amendment to Ordinance 2018-02, which was the original redevelopment agreement with The Ghada Co from 2018. The amendment extends the project through April 30, 2022, and specifically addresses building color, column shape, and exterior lighting. Alderman Hillier moved to approved Ordinance 2021-02 Redevelopment Agreement with The Ghada Company for 222 E Main St. Alderman Benjamin seconded the motion, which passed with seven (7) Yes votes and one (1) Absent.
2. Storage Rental Rates: Alderman Myers moved to increase the storage rental rates in the City buildings to $60.00 for items 24 feet long or less, not including any carrier or trailer, and $100.00 for items over 24 feet long. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes and one (1) Absent. A clause to have a set date for item removal each spring will be revisited at a later date.
NEW BUSINESS
1. July 4 Fireworks: Due to the COVID-19 pandemic, the annual fireworks display for 2020 was purchased and paid for, but was held in storage by J & M Displays, and not set off. By general consensus, this 2020 show will be used for 2021, with no additional fireworks purchased. Alderman Myers moved to hold the annual fireworks display on July 4, 2021, with a rain date of July 5, 2021. Alderman Benjamin seconded the motion, which passed by voice vote with no dissent.
2. Resolution 2021-02 – Hire Seasonal Grounds Maintenance Worker Richard Feltmeyer: Alderman Myers moved to approve Resolution 2021-02 to hire Richard Feltmeyer at $11.00 per hour, contingent on passing pre-employment screening. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes and one (1) Absent.
3. Resolution 2021-03 – Hire Seasonal Grounds Maintenance Worker Connor Lozier: Alderman Myers moved to approve Resolution 2021-03 to hire Connor Lozier at $11.00 per hour, contingent on passing pre-employment screening. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes and one (1) Absent.
Mayor’s Report:
• Raff, Inc wants to install two above ground diesel fuel tanks at the property at 300 N. Line St, which is zoned C-I-M. Fuel tanks are not currently addressed in the city ordinance.
• Josh Gibb with the Galesburg Community Foundation and Lance Humphreys with the Knoxville Community Fund met with Mayor Maurer with a proposal from a former Knoxville resident who would like to donate trees to help replace older trees lost in public areas of Knoxville. Mr. Gibb will attend the April 19, 2021 Regular Council meeting to discuss the details.
• The Zoning Board of Appeals will meet on Tuesday, April 13, 2021 to discuss a variance request to add to an accessory building at 105 W. North St. The addition would make the building over the maximum allowable size. Attorney McCoy stressed the need for the ZBA to address all possible variances pertaining to this request.
• Tuesday, April 6, 2021 is the Consolidated Election.
• The Public Library Board will meet on Tuesday, April 6, 2021 at 7:00 PM at the Library. • The next regularly scheduled Council meeting will be held on Monday, April 19, 2021 at 7:00 PM at the Police Station.
Committee Reports
• Administration: Alderman Myers reported that Big Catz BBQ has changed from their original plan of erecting a carport-type shelter outside of their building to building a wooden one.
• Cemetery: No report.
• Economic Development: No report.
• Parks: No report.
• Police: Chief Poyner reported that four body cameras have been ordered, and that a computer server is needed for storage and management for the data from the cameras. Chief Poyner also stated that Officer Timothy Nichols had tendered his resignation effective April 3, 2021.
• Sanitation: No report.
• Streets: No report.
• Water/Sewer: No report.
Adjourn: At 8:04 PM, Alderman Eiker moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
