McDonough County Human Resources and Planning Committee met March 11.

Chair Letha Clark called the meeting to order at 7:00 p.m.
Review and Approve Minutes from February 11, 2021
Member Helling moved with a second by Member Kirby to approve the minutes as submitted. Motion carried on a voice vote.
Animal Control Report
Animal Control Officer, Zach Welch gave the report. The total number of animals in the shelter at the end of February was 6 dogs and 31 cats. A discussion was held regarding a dog being stolen, a new washer being purchased, and a new sign for the shelter.

Humane Society-Memorandum of Understanding
A lengthy discussion was held regarding the Memorandum, which included financial aspects and the land needed for the project.
Committee Chair Clark asked for a motion to send the Memorandum of Understanding to the County Board meeting held on March 17, 2021 for approval. Member Kirby moved with a second by Member McLean to send the Memorandum of Understanding to the County Board Meeting held on March 17, 2021 for approval. Motion carried on a voice vote with 6 yeas and 2 nays.
GIS Update
No report. County Chair Schwerer shared information with the Committee that was given at the Finance meeting held on March 10, 2021.
Claims
Member McGrew moved with a second by Member Dixon to approve claims as submitted. Motion carried on a voice vote.
Other
Member Dixon mentioned that the after hours calls at the shelter are down.
County Board Chair Comments
County Chair Schwerer said that the County would be receiving a large stimulus payment, half of it will be received within 60 days, and the other half within a year, to go through 2024.

Member McLean moved with a second by Member McGrew to adjourn the meeting at 7:51 p.m. Motion carried on a voice vote.
