City of Galesburg Planning and Zoning Commission Met Feb.16.

Here is the minutes provided by the commission:

MEMBERS PHYSICALLY PRESENT: Bill Johnson, Neil Thomas, David Uhlmann, 3.

MEMBERS PRESENT VIA PHONE/VIDEO: None.

MEMBERS ABSENT: Steve McKelvie, Leigh Nygard, 2.

OTHERS PRESENT: Stephen Gugliotta AICP and Wayne Carl, Director of Public Works. 

Chairman declared quorum present.

Approve        Minutes of the January 12, 2021 meeting

Member Thomas moved to approve the minutes, seconded by Member Uhlmann.

Minutes were approved by voice vote.

Update         Past Planning and Zoning Commission items

∙ Ordinance amendment to allow a Public Library in a B2 zoning district, provide parking provisions and a 75 foot height will be on second reading at the February 22, 2021 City Council meeting.

∙ Ordinance amendment to revoke an approved Special Use permit will be on second reading at the February 22, 2021 City Council meeting.

PZ-21-0201 Public Hearing 

Zoning map amendment to go from B3, Central Business to B2, General Business to allow the rental of equipment. Located at 140 S Prairie, 154 E Simmons and adjacent parking lots.

The Commission members considered the following items:

∙ The city and other service providers will be able to provide adequate public facilities and services to the subject property, while maintaining adequate levels of service to existing development; ∙ The proposed amendment will allow development that is compatible with existing uses and zoning of nearby property;

∙ The proposed amendment will not result in significant adverse impacts on other property in the vicinity or on the environment, including air, water, noise, stormwater management, wildlife and natural resources;;

∙ The Development Review Committee reviewed the proposed special use at their February 3, 2021 meeting and recommend approval.

Member Thomas moved, seconded by Member Uhlmann to recommend approval of the zoning amendment.

Ayes: Johnson, Thomas, Uhlmann, 3.

Nays: None.

Abstentions: None.

Chairperson declared the motion approved.

There being no further business, the meeting adjourned at 5:36 p.m.
