Warren County Board met Dec. 16

Here is the minutes provided by the board:

At the regular meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, at 9:30 am the following members were present: 

PRESENT: Honorable Michael Pearson .

The chair declared a quorum present and the meeting was opened for business. 

APPROVAL OF MINUTES 

Mr. Thompson made a motion to approve the minutes of the November 18, 2020, Warren County Board Meeting. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried. 

CHANGES AND/OR AMENDMENTS TO AGENDA 

There were no changes or amendments to the agenda 

PUBLIC COMMENT 

Mary Roll & Beth McBroom Vollbracht spoke about their concerns with the CWFPD and board of trustees. 

ROAD AND BRIDGE 

Mr. Thompson made a motion to approve the minutes of the Road and Bridge Committee Meeting for December 8, 2020, and the claims for December 2020. Mr. Hawkins seconded the motion and the following vote was taken: 

Ayes: Byers, Cavanaugh, Cox, Haptonstall, Hawkins, Jenks, Pearson, Richardson, Schar, Spears, Thompson, Way, Winkler, Bresnahan 

Nays: None 

Absent: Cole The chạir declared the motion carried. 

RESOLUTION #35-19-20 

Engineer Salary with MFT 

Mr. Thompson made a motion to approve the foregoing resolution. Mr. Hawkins seconded the motion and the following vote was taken: 

Ayes: Cavanaugh, Cox, Haptonstall, Hawkins, Jenks, Monroe, Pearson, Richardson, Schar, Spears, Thompson, Way, Winkler, Bresnahan, Byers 

Nays: None 

Absent: Cole 

The chair declared the motion carried. 

RESOLUTION #36-19-20 

Maintenance 

Mr. Thompson made a motion to approve the foregoing resolution. Mr. Hawkins seconded the motion and the following vote was taken: 

Ayes: Cox, Haptonstall, Hawkins, Jenks, Monroe, Pearson, Richardson, Schar, Spears, Thompson, Way, Winkler, Bresnahan, Byers, Cavanaugh 

Nays: None 

Absent: Cole 

The chair declared the motion carried. 

ANIMAL CONTROL 

Mr. Thompson made a motion to approve the minutes of the Animal Control Committee Meeting for December 8, 2020, and the claims for December 2020. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried. 

RESOLUTION #37-19-20 

City & County Agreement Mr. Thompson made a motion to approve the foregoing resolution. Mr. Hawkins seconded the motion and the following vote was taken: 

Ayes: Haptonstall, Hawkins, Jenks, Monroe, Pearson, Richardson, Schar, Spears, Thompson, Way, Winkler, Byers, Cavanaugh, Cole, Cox 

Nays: Bresnahan 

Absent: Cole 

The chair declared the motion carried. 

RESOLUTION #38-19-20 

AC Warden Mr. Thompson made a motion to approve the foregoing resolution. Mr. Hawkins seconded the motion and following vote was taken: 

Ayes: Hawkins, Jenks, Monroe, Pearson, Richardson, Schar, Spears, Thompson, Way, Winkler, Byers, Cavanaugh, Cox 

Nays: Bresnahan, Haptonstall

The chair declared the motion carried.

AC Admin Mr. Thompson made a motion to approve the foregoing resolution. Mr. Hawkins seconded the motion and following vote was taken:

Mr. Cavanaugh made a motion to approve the minutes of the Buildings and Grounds Committee Meeting for December 9, 2020, and the claims for December 2020. Mr. Bresnahan seconded the motion and the following vote was taken: 

Ayes: Monroe, Pearson, Richardson, Schar, Spears, Thompson, Way, Winkler, Bresnahan, Byers, Cavanaugh, Cox, Haptonstall, Hawkins, Jenks 

Nays: None

The chair declared the motion carried. 

RESOLUTION # 40-19-20 & RESOLUTION #41-19-20 

Public Defenders & Assistant Public Defenders Contract Mr. Cavanaugh made a motion to approve the foregoing resolutions. Mr. Haptonstall seconded the motion and the following vote was taken: 

Ayes: Richardson, Schar, Spears, Thompson, Way, Winkler, Bresnahan, Byers, Cavanaugh, Cox, Haptonstall, Hawkins, Jenks, Monroe, Pearson 

Nays: None

FINANCE COMMITTEE 

Mr. Jenks made a motion to approve the minutes of the Finance Committee Meeting for December 10, 2020 and the claims for December 2020. Mr. Schar seconded the motion and the following vote was taken: 

Ayes: Schar, Spears, Thompson, Way, Winkler, Bresnahan, Byers, Cavanaugh, Cox, Haptonstall, Hawkins, Jenks, Monroe, Pearson, Richardson 

Nays: None Absent: Cole

MD, A Reports Mr. Jenks made a motion to approve the foregoing motion. Mr. Cavanaugh seconded the motion and the following vote was taken:

Mr. Jenks made a motion to amend the 2021 calendar. Mr. Richardson seconded the motion and the following vote was taken: 

Ayes: Thompson, Way, Winkler, Bresnahan, Byers, Cavanaugh, Cox, Haptonstall, Hawkins, Jenks, Monroe, Pearson, Richardson, Schar, Spears 

Nays: None 

Absent: Cole 

The chair declared the motion carried. 

2021 Calendar of Meetings & Holidays Mr. Jenks made a motion to add December 31, 2021 for New Year's Day observed. Mrs. Monroe seconded the motion and on a voice vote the chair declared the motion carried. 

RESOLUTION #42-19-20, #43-19-20, #44-19-20 

Trustee Properties Mr. Jenks made a motion to approve the foregoing resolutions. Mrs. Monroe seconded the motion and the following vote was taken: 

Ayes: Way, Winkler, Bresnahan, Byers, Cavanaugh, Cox, Haptonstall, Hawkins, Jenks, Monroe, Pearson, Richardson, Schar, Spears, Thompson 

Nays: None Absent: Cole 

The chair declared the motion carried. 

RESOLUTION #45-19-20 

Wind Turbine Moratorium Mr. Jenks made a motion to approve the foregoing resolutions for six months or until the new zoning ordinance. Mr. Winkler seconded the motion and the following vote was taken: 

Ayes: Winkler, Byers, Cox, Hawkins, Jenks, Monroe, Richardson, Schar, Thompson, Way Nays: Bresnahan, Cavanaugh, Haptonstall, Pearson, Spears 

Absent: Cole 

The chair declared the motion carried. 

Mr. Cavanaugh had a few comments on the resolution and it should have come through the Buildings & Grounds committee. 

Mr. Winkler commented on his reasoning for asking for a moratorium. 

Mr. Schar spoke on his reasoning for asking for it to be on the County Board Agenda. 

Mr. Jenks talked about how the county Finances and how we did not have to borrow to get through 

CIRCUIT CLERK REPORT 

Mr. Jenks made a motion to approve the Circuit Clerk report for November 2020 Mr. Spears seconded the motion and on a voice vote the chair declared the motion carried. 

TREASURER REPORT 

Mr. Schar made a motion to approve the Treasurer report for November 2020. Mr. Byers seconded the motion and on a voice vote the chair declared the motion carried. 

9-1-1 REPORTS 

Mr. Jenks made a motion to approve the 9-1-1 report for November 2020. Mr. Thompson seconded the motion and on a voice vote the chair declared the motion carried. 

APPOINTMENTS 

Mr. Thompson made a motion to approve Lyman Schar to replace Mike Pearson for the 708 Board of Health 4 years, Ryan Haptonstall to replace Bill Reichow for WIRC, Leroy Tappe 5 years Zoning Board of Appeals, Martin Edwards Sheriff, Joe Switzer to replace Bill Feithen, Sean Cavanaugh County Board, Jim Conard Citizen at large, Casey Rexroat ESDA, Brandon Blackman MPD to replace Jerry Kinney until December 2021, Steve Melleny LYFPD 3 year terms for 911 Board, Mike Pearson Chairman to replace Bill Reichow Public Aid Committee. Mr. Cavanaugh seconded the motion and on a voice vote the chair declared the motion carried. 

Mr. Thompson made a motion to table the appointment of Jake Armstrong to replace Steve Youngquist for 3 year term for CWFPD. Mr. Jenks seconded the motion and the following vote was taken: 

Ayes: Bresnahan, Byers, Cavanaugh, Haptonstall, Jenks, Monroe, Pearson, Richardson, Schar, Spears, Thompson, Way, Winkler 

Nays: Hawkins Left: Cox 

Absent: Cole The chair declared the motion carried. 

CHAIRMAN COMMENTS 

Mr. Pearson gave information from the city regarding a TIF district, Monday January 4th 5pm zoom meeting. 

Buildings and grounds meeting, rep from different contractor for jail project, encouraging to attend. 

Zoning Board of Appeals meeting January 20th 2021 at 6:15pm

Mr. Cavanaugh made a motion to adjourn the County Board Meeting. Mr. Jenks seconded the motion and on a voice vote the meeting was adjourned until 9:30 am on Wednesday, February 17, 2021.
