McDonough County Board Elms/Building and Grounds Committee met Nov. 10.

Here is the minutes provided by the committee:

Vice Chair Twaddle called the meeting to order at 7:00 p.m.

Review and Approval of October 13, 2020 Minutes

Member Mahr moved with a second by Member Litchfield to approve the minutes as submitted. Motion carried on a voice vote.

Farm Report

County Chair Schwerer said that the crops are out. There was a little rain shower today.

Administrator’s Report

Elms Administrator Tim Bledsoe gave the report. Census is at 57, Medicaid owes $213,253.60, and Medicare owes $243,355.24. They had their first employee diagnosed with Covid on 10/24/20, they currently have had 26 staff test positive and 5 have returned to work. There is approximately 44 residents that have tested positive, four have passed away, and 4 have recovered.

Financial Report

Member Litchfield moved with a second by Member Calvert to approve the August 2020 Financial Reports. Motion carried on a voice vote.

Elms Claims

Member Trimmer moved with a second by Member Calvert to approve the Elm’s claims as submitted. Motion carried with a roll call vote of 7 yeas, 0 nays, 0 vacant and 1 absent.

Macomb Public Building Commission

Member Mahr said they are waiting on bids for the roof at the Elms.

McDonough County Maintenance Directors Report

Chad Wilson gave report. Discussion was held regarding the floor in the law library, and the new lights for outside the Courthouse. Mulch has been placed around the Courthouse, and 3 blower motors for boiler heaters have been replaced.

Building and Grounds Claims

Member Litchfield moved with a second by Member Mahr to approve the October Building and Grounds Claims. Motion carried on a voice vote.

Jock Hedblade with the Macomb Area convention and Visitors Bureau

Hedblade told the Committee that they are looking for a Lincoln project to tell the story of President Lincoln’s time in McDonough County. Lincoln gave two speeches at the Old Courthouse, so they would like to put a plaque on the Courthouse, and maybe a life size statue of Lincoln. They would like to have this project complete by spring of next year. Member Litchfield informed the Committee that a lot of work has been put into this project. County Chair Schwerer said that he would like to see the plaque, Hedblade will get more information to the Committee.

QFB Energy Contract for Natural Gas and Electricity for the County

Bryan Frericks with QFB discussed the contract. The current contract for electric ends in February of 2021, and gas ends in April of 2021. A discussion was held regarding whether or not they should sign up for a 12 month or 36-month contract, they are going to hold off on the gas contract until April to see if prices drop.

Member Trimmer moved with a second by Member Mahr to sign up for the 36-month contract with QFB for electricity, and to put the gas contract on hold. QFB will contact the County Board Chair. Motion carried on a voice vote.

County Board Chair Comments

County Chair Schwerer stated that the full Board meeting on November 18, 2020 will be held via zoom. They will be interviewing 5 candidates for the lead maintenance position.

Member Cortelyou moved with a second by Member Litchfield to adjourn the meeting at 8:07 p.m. Motion carried on a voice vote.
