Warren County Board met Nov. 18.

Mr. Cavanaugh made a motion to approve Patrick Spears and Danielle Cox for the Warren County Board District 1. Mr. Jenks seconded the motion and the following vote was taken:
Ayes: Bresnahan, Byers, Cavanaugh, Cole, Hawkins, Jenks, Pearson, Schar, Thompson, Way, Winkler
Nays: None
Absent: Greenlief, Richardson
The chair declared the motion carried.
At the regular meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, on Wednesday, November 18, 2020, at 9:30 am the following members were present:

APPROVAL OF MINUTES
Mr. Cavanaugh made a motion to approve the minutes of the October 14, 2020, Warren County Board Meeting. Mr. Bresnahan seconded the motion and the following vote was taken:

PRESENTATIONS FROM THE FLOOR
A. Jenna Link, Warren County Health Department Administrator, was present and passed out the COVID update, 843 cases 14 deaths. She stressed the importance of precautions by masks and washing hands and stay at home.
B. Tim Lobdell, Western Illinois Regional Council Solid Waste Coordinator, was not present at the meeting.
ROAD AND BRIDGE
Mr. Thompson made a motion to approve the minutes of the Road and Bridge Committee Meeting for November 10, 2020, and the claims for November 2020. Mr. Hawkins seconded the motion and the following vote was taken:

ANIMAL CONTROL
Mr. Thompson made a motion to approve the minutes of the Animal Control Committee Meeting for November 10, 2020, and the claims for November 2020. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried.
BUILDINGS AND GROUNDS
Mr. Cavanaugh made a motion to approve the minutes of the Buildings and Grounds Committee Meeting for November 12, 2020, and the claims for November 2020. Mr. Bresnahan seconded the motion and the following vote was taken:

ESDA ORDINANCE
Mr. Cavanaugh made a motion to approve the ESDA Ordinance, Casey Rexroat explained that this is and update to the Warren County ordinance from 1956. Mr. Winkler seconded the motion and the following vote was taken:

MITIGATION PLAN
Mr. Cavanaugh made a motion to approve the RFP Mitigation plan and approve that Pearson chooses the firm to prepare the mitigation plan. Casey Rexroat explained the plan for natural hazards and given the county opportunity for any grants available. Several meetings will be had regarding this plan. A grant has been applied for to pay for consultant. Twenty five percent match include in kind services including the meetings with area agencies. Including Health Department, Highway, City, Fire, Village and townships, etc. Mr. Thompson seconded the motion and the following vote was taken:

Honor Reichow
Mr. Cavanaugh made a motion to honor Bill Reichow, considering ways to honor his service. Consensus was a plaque on the wall with a resolution. Mr. Winkler seconded the motion and on a voice vote the chair declared the motion carried.
Zoning Fees
Mr. Cavanaugh made a motion to approve Zoning fees. Mr. Jenks seconded the motion and the following vote was taken:

Mr. Jenks made a motion to approve the minutes of the Finance Committee Meeting for November 12, 2020 and the claims for November 2020. Mr. Schar seconded the motion and the following vote was taken:

Mr. Hawkins made a motion to approve the Treasurer report for October 2020. Mr. Cavanaugh seconded the motion and on a voice vote the chair declared the motion carried.
ZONING REPORTS
Mr. Jenks made a motion to approve the Zoning reports for October 2020. Mr. Way seconded the motion and on a voice vote the chair declared the motion carried.
CHAIRMAN COMMENTS
Chairman Pearson commented that it has been a busy month, thank new members. December 7th is the Re-Organizational meeting at 9:30 a.m.
RECESS
Mr. Bresnahan made a motion to recess the County Board Meeting. Mr. Thompson seconded the motion and on a voice vote the meeting was recessed until 9:30 am on
Wednesday, December 16, 2020.
