Mcdonough County Elms/Building & Grounds Committee met Oct. 13.

The Elms/Building and Grounds Committee met at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members in attendance included Chair Larry Aurelio, Vice Chair Marcia Twaddle, Dave Cortelyou, Terra Litchfield, Bob Mahr, Deckle McLean, and Paul Trimmer. Member Lee Calvert was absent. Others in attendance included Chad Wilson, Board Member Dick Marcott, Sheriff Nick Petitgout, County Board Chair Scott Schwerer, Elms Administrator Tim Bledsoe, Patrick Stout and Committee Secretary Stacey Alexander.
Chair Aurelio called the meeting to order at 7:00 p.m.
Review and Approval of September 8, 2020 Minutes
Member Litchfield moved with a second by Member Mahr to approve the minutes as submitted. Motion carried on a voice vote.
Farm Report
County Chair Schwerer visited the farm today and it sure was windy.
Administrator’s Report
Elms Administrator Tim Bledsoe gave the report. Census is at 59, with 6 being Medicare A, 0 Medicare B, 16 private pay, 1 Hospice Private, 1 Hospice Medicaid, 34 Medicaid. ADC 65 and Turnover percentage is 6.45%. Agency hours and Cost were zero. Medicaid owes $286,773.28, and Medicare owes $140,180.33. In September they admitted 6 new residents and discharged 15.
Administrator Bledsoe has requested an increase of $10.00 for his FY 2021 budget to apply to private pay. They have been doing weekly Covid testing for employees at a cost of $35.00 per employee. Member Litchfield asked what kind of test, if it was done through the nose. Bledsoe replied that it is the point of care test and if it is positive it will go to the lab. Member Cortelyou asked with the cold weather coming what will need to happen for indoor visits, Bledsoe said that as long as numbers stay down, they will start using the coffee shop that is up front so that visitors are not walking through the building. Member Litchfield discussed how the Elms compares to other facilities in town. County Chair Schwerer asked how much CARE money was used for September, Bledsoe said they used a little over $200,000.00.
Member Litchfield moved with a second by Member Cortelyou to approve an increase of $10.00 for the FY 2021 budget. Motion carried on a voice vote.
Financial Report
Member Mahr moved with a second by Member McLean to approve the September 8, 2020 Financial Reports. Motion carried on a voice vote.
Elms Claims
Member Cortelyou moved with a second by Member McLean to approve the Elm’s claims as submitted. Motion carried with a roll call vote of 7 yeas, 0 nays, 0 vacant and 1 absent.
Macomb Public Building Commission
None.
McDonough County Maintenance Directors Report
Chad Wilson gave the report. The holes have been filled in at the Courthouse where two trees and stumps were removed, and the boilers are ready to go. At the jail the sprinkler system has been inspected, and the washer and dryer are ready to be used.
Building and Grounds Claims
Member Cortelyou moved with a second by Member Mahr to approve the September Building and Grounds Claims. Motion carried on a voice vote.
Approval of Electric Contract
Chad Wilson informed the Committee that he has received a bid for the electric contract. He is not sure how it works and has been looking at previous years paperwork to try and figure it out, he will get all of the information to Chair Aurelio and County Chair Schwerer. The current contract will expire on November 30, 2020.

County Board Chair Comments
County Chair Schwerer informed the Committee that they should have all received a copy of the audit, and that Megan with Sikich will be at the full Board meeting this month on the 21st to go over the audit. The Finance Committee will be going over the County’s budget at their meeting on the 14th.
