Mcdonough County Board Met October 21

Mcdonough County Board met Oct. 21.

Here is the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse at 7:00 p.m. roll call resulted in 21 present, and 0 absent. Sheriff Nick Petitgout made the opening declaration. Chair Schwerer led the Pledge of Allegiance.

EXHIBIT 1

Board Member McGrew moved with a second by Board Member McClean to approve the minutes of September 16, 2020. Motion carried with a voice vote.

EXHIBIT 2

The report from Public Defender, Stephanie Hilton for the month of September, 2020 was received and filed.

EXHIBIT 3

The report of Sales Tax collected in July, 2020 was received and filed. County Sales Tax, Public Safety tax, and Transportation Tax were all up from the previous month.

EXHIBIT 4

The report of Balances and Investments from County Treasurer Graves for the month of September, 2020 was received and filed.

EXHIBIT 5

The report of Circuit Clerk Wilson for the month of September, 2020 was received and filed.

EXHIBIT 6

The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of September, 2020 was received and filed.

EXHIBIT 7

The Transfer of Appropriations of Monies was referred to the Finance Committee. County Clerk Gretchen DeJaynes reported the finance committee did not transfer any funds as Exhibit 7A

EXHIBIT 8

Board Member Aurelio moved with a second by Board Member Nissen to approve the report of the Finance Committee as read. Motion carried with a roll call vote of 21 yeas, and 0 absent as Exhibit 8A.

EXHIBIT 9

Board Member Nissen moved with a second by Board Member Mahr to dispense with the reading of the claims report and to approve it as approved by the Claims Committee. Motion carried with a roll call vote of 21 yeas, 0 absent as Exhibit 9A.

EXHIBIT 10

The Chief Financial Officer, Bill Murdock with the McDonough District Hospital presented the Board with an overview of the Finances. Murdock provided a report for the Board to review, it included a list of his history, facts about the McDonough District Hospital to include the number of beds they have, their budget, number of employees and uncompensated care provided to the community in the amount of $7.5 million. The report included several graphs to show various financial departments, their strengths and weaknesses, and opportunities and threats, as Exhibit 10A

EXHIBIT 11

Sikich presented the audit that was completed for the County. Board Member Foster moved with a second by Board Member McGrew to approve the Audit as presented. Motion carried with a voice vote, as Exhibit 11A.

EXHIBIT 12

Board Member Litchfield moved with a second by Board Member Aurelio to approve the 2021 Holiday Schedule. Motion carried with a voice vote, as Exhibit 12A.

EXHIBIT 13

Board Member Hiel moved with a second by Board Member Aurelio to approve the Symetra Renewal at $90,000.00. Motion carried with a roll call vote of 21 yeas, and 0 absent, as Exhibit 13A.

EXHIBIT 14

Board Member McGrew moved with a second by Board Member Mahr to approve the Resolution to Award 2020 Centerline Striping Contract. Motion carried with a roll call vote of 21 yeas, and 0 absent, as Exhibit 14A.

EXHIBIT 15

Board Member Cox moved with a second by Board Member Durkin to approve the Resolution to Request for County Aid Bridge Funds Project 1942-31. Motion carried with a roll call vote of 21 yeas, and 0 absent, as Exhibit 15A.

EXHIBIT 16

Board Member Foster moved with a second by Board Member McLean to approve the Resolution to Pay McDonough County Emergency Services & Disaster Agency Director for Extra Work Performed During Covid- 19 Pandemic. Motion carried with a roll call vote of 21 yeas, and 0 absent, as Exhibit 16A.

EXHIBIT 17

Board Member Mahr moved with a second by Board Member McGrew to approve the Resolution for Tax Deed. Motion carried with a roll call vote of 21 yeas, and 0 absent, as Exhibit 17A.

EXHIBIT 18

Board Member McClean moved with a second by Board Member Melvin to approve the Extension of the Proclamation to Declare McDonough County a Disaster until November 20, 2020. Motion carried with a voice vote, as Exhibit 18A.

EXHIBIT 19

Approval of the McDonough County Board of Health Budget has been moved to the November Board meeting on November 18, 2020, as Exhibit 19A.

Other

County Chair Schwerer read an email from the Henry County Treasurer, complimenting County Clerk DeJaynes’s employee, Beth Gebhardt for excellent customer service. Schwerer thanked Vice Chair Cox for arranging a tour at Nature’s Grace and Wellness. Schwerer also stated that IDPH has been doing Covid-19 testing for the last 4 days.

Ben Thompson with the McDonough County Health Department reported on the number of Covid-19 tests being performed. One death was reported today, and there is an out break at one of the long-term care facilities.

Chair Schwerer entertained a motion that Days and Miles are checked, Roll be called and the Board adjourn until Wednesday, November 18, 2020 at 7:00 p.m. Board Member McGrew moved with a second by Board Member Foster. Motion carried with a roll call vote of 21 yeas and 0 absent. With no further business to discuss the meeting adjourned at 8:02 p.m. Sheriff Petitgout gave the closing declaration.
