City of Knoxville City Council Met October 5

City of Knoxville City Council met Oct. 5.

Here is the minutes provided by the council:

Call to Order: Mayor Maurer called the Meeting to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Benjamin, Gruner, Hillier, Hope, Howard, and Myers; Mayor Maurer, Treasurer Bivens, Chief of Police Poyner, Attorney McCoy, and Building Administrator Rigg. City Clerk Wilt was present via Zoom remote access. Absent: Aldermen Eiker and Naslund.

Public Comments: None.

Approval of Minutes: Alderman Gruner moved to approve the Minutes of the September 21, 2020 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: No report. 

Engineer Report: No report. 

Treasurer’s Report: No report. 

City Clerk’s Report: No report.

INFORMATION ITEMS

• Mayor Maurer reported that City Hall is currently closed, due to one employee testing positive for COVID-19, and one employee with test results pending. Royal Cleaning fogged City Hall today. City Hall will reopen per Health Department guidelines.

OLD BUSINESS

None.

NEW BUSINESS

1. Clarification on Building Permits for Utility Sheds Under 150 Sq Ft: Alderman Myers questioned why a building permit was required for small metal sheds under 150 sq ft since they are not usually a permanent structure, plus asked the definition of a floating deck. Building Administrator Rigg responded that a permit is required so that he knows that a new structure has been erected, and so that he can make a final inspection for a ground anchor for the building, plus a floating deck is one that is not attached to a house. By general consent, the Council agreed with the current permit requirement and the $25.00 fee, but asked Attorney McCoy to draft an ordinance clarifying floating decks and changing verbiage for utility sheds 150 sq feet or smaller.

2. Ordinance 2020-11 Sale of Surplus Truck: Alderman Myers reported that the 2003 Dodge Ram truck is no longer useful, has been replaced with the decommissioned Police 2013 Ford Explorer, and needs to be sold. The asking price will be no less than $250.00, with $0.00 (zero) spent on advertising its sale. Alderman Gruner moved to approve Ordinance 2020-11 Sale of Surplus Truck. Alderman Howard seconded the motion, which passed with six (6) Yes votes and two (2) Absent.

Mayor’s Report:

• Eagle Scout candidate Justin Sharp has requested to refurbish the park bench swings at James Knox Park. Director of Public Works Rossell and Alderman Howard have approved this request.

• Flu shots for full time employees will be available on October 14, 2020.

• At their last board meeting, MidCentury Fiber voted to open up the entire town for fiber installation, no longer needing to get a percentage of homes signing up in each fiberhood.

• The Illinois Municipal League has presented a list of suggested safe guidelines for observing Halloween on October 31 during the COVID-19 pandemic.

• Glass Specialty will install the new east library windows on October 15-16, 2020. The outside glass area for a former bank walk-up window still needs to be removed.

• The Public Library Board will meet on Tuesday, October 6, 2020.

• The next regularly scheduled Council meeting will be held on Monday, October 19, 2020 at 7:00 pm.

Committee Reports

• Administration: No report.

• Cemetery: No report.

• Economic Development: No report.

• Parks: No report.

• Police: No report.

• Sanitation: No report.

• Streets: No report.

• Water/Sewer: Alderman Gruner reported that during the recent hydrant and water main repair project, another inoperable valve was discovered, and that repair parts had been ordered. Mayor Maurer reported that the bid opening for the sewer lining project will be held on October 16, 2020 at 10:00 am at City Hall. The bids will be reviewed at the October 19, 2020 Council Meeting.

Adjourn: At 7:22 PM, Alderman Hillier moved to Adjourn the Meeting; Alderman Benjamin seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
