Warren Country Board Met September 16

Warren Country Board met Sept. 16.

Here is the minutes provided by the board:

At the regular meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, at 9:30 am the following members were present:

PRESENT:      Honorable Mike Pearson

Tim Bresnahan

Sean Cavanaugh

Tiffany Cole

Steve Hawkins

David Jenks

Mike McVey

Mark Richardson

Lyman Schar

William Thompson

Robbie Way

ABSENT:       Dan Byers, Dave Greenlief, John Ockert, Todd Winkler, Tina M. Conard

CLERK:        Kim Anderson, Deputy Clerk

The chair declared a quorum present and the meeting was opened for business. Vice Chairman, Mike Pearson opened the meeting with a resignation letter from Chairman and County Board member Bill Reichow.

APPROVAL OF MINUTES

Mr. Thompson made a motion to approve the minutes of the June 17, 2020 Warren County Board Meeting. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried.

CHANGES AND/OR AMENDMENTS TO AGENDA

Mr. Thompson made a motion to approve the changes of the agenda, add Al McGuire to New Business. Mr. Pearson seconded the motion and on a voice vote the chair declared the motion carried.

PRESENTATIONS FROM THE FLOOR

A. Ken Cramer, Monmouth College, spoke about the positives for wind turbines. Board members had many questions on the wind turbines.

B. Melanie Monroe, shared her opinions against wind turbines, and shared an article from a farmer in the Macomb newspaper.

C. Jenna Link, Warren County Health Department Administrator, updates on COVID-19 and shared a hand out. They have hired three new employees.

D. Tim Lobdell, WIRC, shared his report, COVID impacted them as well due to shut down. They have changed locations. The numbers are estimates due to not having a floor scale. They have a job vacancy due to retirement. June was busy and had huge numbers because everyone has been cleaning.

ROAD AND BRIDGE

Mr. Thompson made a motion to approve the minutes of the Road and Bridge Committee Meetings for July 7, 2020, August 11, 2020, and September 8, 2020, and the claims for July 7, 2020 August 11, 2020 and September 8, 2020. Mr. Hawkins seconded the motion and the following vote was taken:

Ayes: Cavanaugh, Cole, Hawkins, Jenks, McVey, Pearson, Richardson, Schar, Thompson, Way, Bresnahan

Nays: None

Absent: Byers, Greenlief, Ockert, Winkler

The chair declared the motion carried.

RESOLUTION #lS-19-20

 County Aid-Coldbrook

Mr. Thompson made a.motion to approve the foregoing resolution. Mr. Hawkins seconded the motion and the following vote was taken:

Ayes: Cole, Hawkins, Jenks, McVey, Pearson, Richardson, Schar, Thompson, Way, Bresnahan, Cavanaugh

Nays: None

Absent: Byers, Greenlief, Ockert, Winkler

The chair declared the motion carried.

ANIMAL CONTROL

Mr. Thompson made a motion to approve the minutes of the Animal Control Committee Meetings for July 7, 2020, August 11, 2020 and September 8, 2020 and the claims for July 7, 2020, August 11, 2020 and September 8, 2020. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried.

BUILDINGS AND GROUNDS

Mr. Cavanaugh made a motion to approve the minutes of the Buildings and Grounds Committee Meetings for July 8, 2020, August 12, 2020 and September 9, 2020 and the claims for July 8, 2020, August 12, 2020 and September 9, 2020. Mr. Bresnahan seconded the motion and the following vote was taken:

Ayes: Hawkins, Jenks, McVey, Pearson, Richardson, Schar, Thompson, Way, Bresnahan, Cavanaugh, Cole

Nays: None

Absent: Byers, Greenlief, Ockert, Winkler

The chair declared the motion carried.

RESOLUTION #16-19-20

Mercer County Intergovernmental Agreement

Mr. Cavanaugh made a motion to approve the foregoing resolution. Mr. Richardson seconded the motion and the following vote was take:

Ayes: Jenks, McVey, Pearson, Richardson, Schar, Thompson, Way, Bresnahan, Cavanaugh, Cole, Hawkins

Nays: None

Absent: Byers, Greenlief, Ockert, Winkler

The chair declared the motion carried.

Jail Update

Sean shared the handout from the architect. Chip Algren added the cost does not include land or building acquisitions. Citizens Advisor Committee has slowed down due to COVID plus waiting for information from the architect. Sean explained the current work from Klinger has been completed so further costs beyond this will be incurred.

RESOLUTION #17-19-20

Mr. Thompson made a motion to amend resolution. Mr. Jenks seconded the motion and the following vote was taken:

Ayes: Pearson, Richardson, Schar, Thompson, Way, Bresnahan, Cole, Hawkins, Jenks,

Nays: Cavanaugh, McVey

Absent: Byers, Greenlief, Ockert, Winkler

The chair declared the motion carried.

Mr. Cavanaugh made a motion to change the minutes from three to five and fifteen to thirty minutes. Mr. Jenks seconded the motion and the following vote was taken:

Ayes: Pearson, Richardson, Schar, Thompson, Way, Bresnahan, Cavanaugh, Cole, Hawkins, Jenks, McVey

Nays: None

Absent: Byers, Greenlief, Ockert, Winkler

The chair declared the motion carried.

Mr. Jenks made a motion to approve the minutes of the Finance Committee Meetings for July 9, 2020, August 13, 2020, and September 10, 2020 and claims for July 9, 2020, August 13, 2020 and September 10, 2020. Mr. Schar seconded the motion and the following vote was taken:

Supervisor of Assessments-Department Head

Hiring

Mr. Jenks made a motion to Hire Mike McVey as the Department head for the Supervisor of Assessments. Mr. Schar seconded the motion and the following vote was taken:

Ayes: Hawkins, Jenks, Pearson, Richardson, Schar, Thompson, Way, Bresnahan, Cavanaugh, Cole

Nays: None

Absent: Byers, Greenlief, Ockert, Winkler

The chair declared the motion carried.

CIRCUIT CLERK REPORT

Mr. Thompson made a motion to approve the Circuit Clerk reports for June, July and August. Mr. Way seconded the motion and on a voice vote the chair declared the motion carried.

COUNTY CLERK REPORT

Mr. Cavanaugh made a motion to approve the County Clerk Reports for June and July.

Mr. Way second the motion and on a voice vote the chair declared the motion carried.

TREASURER REPORTS

Mr. Hawkins made a motion to approve the Treasurer reports for June, July and August.

Mr. Bresnahan seconded the motion and on a voice vote the chair declared the motion carried.

ZONING REPORT

Mr. Schar made a motion to approve the Zoning reports for June, July and August. Ms. Cole seconded the motion and on a voice vote, the chair declared the motion carried.

9-1-1 REPORT

Mr. Thompson made a motion to approve the 9-1-1 reports for June, July and August.

Mr. Jenks seconded the motion and on a voice vote the chair declared the motion carried.

CORONERS REPORT

Mr. Schar made a motion to approve the Warren County Coroner Call Report for August 2020. Mr. Cavanaugh seconded the motion and on a voice vote the chair declared the motion carried.

CHAIRMAN'S COMMENTS

Encouraged all to reach out to Bill Reichow to thank him for his many years of service.

Discussion of purchasing a plaque for Bill was discussed.

Budget meeting next Wednesday September 23, 2020 at 3pm.

ADJOURN

Mr. Hawkins made a motion to adjourn the County Board Meeting. Mr. Way seconded the motion and on a voice vote the meeting was adjourned until 9:30 am on Wednesday,
