Fulton County Board Public Safety & Campground Committee met Aug. 11.

1. Call to Order

2. Roll Call

Roll call was taken, quorum was present

3. Call for Additions/Deletions To and Approval of the Agenda

Member Kumer moved to approve the agenda with a second from Member Thompson. Motion carried by roll call vote (6-0).

4. Approval of Previous Minutes – July 14, 2020

Member Deushane moved to approve the minutes from July 14, 2020 with a second from Member Kumer. Motion carried by roll call vote (6-0).

8. Declaration of Surplus Property

a. Discuss/Action: Disposal of Surplus Property – FCESDA & FCSD Starcom Radios

Chris Helle, Director of ESDA, discussed the migration to a new radio system. The ESDA Office and Sheriff Standard have some old radios that need to be sold or transferred to Cass County. The radios are too old to get replacement parts.

Member Kumer moved to approve the Disposal of Surplus Property – FCESDA & FCSD Starcom Radios with a second from Member Thompson. Motion carried by roll call vote (6-0).

9. Claims

a. Sheriff

Sheriff Standard reported the total Sheriff claims were $3,062.23. Member Kumer moved to approve the claims with a second from Member Thompson. Motion carried by roll call vote (6-0).

b. Jail

Sheriff Standard reported the total Jail claims were $23,160.57. Member Kumer moved to approve the claims with a second from Member Deushane. Motion carried by roll call vote (6-0).

c. Animal Control

Sheriff Standard reported the total Animal Control claims were $2,601.45. Member Kumer moved to approve the claims with a second from Member Deushane. Motion carried by roll call vote (6-0).

d. Merit – None

10. ESDA

a. ESDA Claims

Director Helle reported the total ESDA claims were $2,239.07 Member Deushane moved to approve the claims with a second from Member Deushane. Motion carried by roll call vote (6-0).

11. Old Business – Safety – None

12. New Business- Safety

a. Discussion/Action: FEMA Public Assistance Reimbursement

Member Kumer moved to approve the FEMA Public Assistance Reimbursement with a second from Member Deushane. Motion carried by roll call vote (6-0).

b. Discussion/Action: Jail Cell Doors Bids

Sheriff Standard received two qualifying bids for the 5 cell blocks at the jail. The total is $415,000.00 to $420,000.00 with Willo Products awarded the job.

Member Arnett moved to approve the bid from Willo Products for $415,000.00 to $420,000.00 with a second from Member Deushane. Motion carried by roll call vote (6-0).

CAMPGROUND

13. Campground

a. Campground Claims

Member Strandberg moved to approve the Campground claims $9,785.46 with a second from Member Kumer. Motion carried by roll call vote (6-0).

b. Tourism Council Claims – None

15. New Business – Campground

a. Discussion/Action: Opening and Acceptance or rejection of sealed bids from August 1, 2020 Auction

The Public Safety & Campground Committee accepting all high bids and no bids were dismissed.

Member Kumer moved to approve and accept all high bids with a second from Member Strandberg. Motion carried by roll call vote (6-0).

16. Fulton County Camping and Rec

a. Superintendent’s Report

Superintendent Young continues to work through the Campground waiting list for camp sites, with many being added to the waitlist.

The Campground currently has 9 electric and 11 non-electric sites open.

Due to the delayed second payment, several sites have opened up and another round of bidding will start on Monday, August 24th for existing campers only that would like to move to a recently opened camp site.

Bids will be taken for one week and winners will be notified and have two weeks to move to their new campsite. The list will be posted on Monday, August the 24th.

After a delay of almost two months, the IDPH has sent the Campground’s water results and the results were satisfactory.

A 175lbs of channel catfish were stocked in lakes 3, 3.5 and Little Sister by the IDNR (Illinois Department of Natural Resources) fishery.

Another storm hit the campground the afternoon of Monday, August 10th, many limbs were down as well as a number of small trees cleanup is underway. The camp sites that were impacted by the storm have been contacted. To Superintendent Young’s knowledge no campers were damaged and nothing has been reported.

The sealed bid auction viewing went very well, around 20 bids were received. The bids will be opened and reviewed by the Public Safety & Campground Committee on August 11, 2020.

The winning bidders will be contacted in the next few days following the committee meeting.

The clean-up around the house and barn will be completed soon.
