Fulton County Board Public Safety & Campground Committee met Sept. 8.

1. Call to Order

Time: 5:48pm

MEMBERS:

1. Roll Call

Roll call was taken, quorum was present.

2. Call for Additions/Deletions To and Approval of the Agenda

Member Strandberg moved to approve the agenda with a second from Member Arnett. Motion carried by roll call vote (4-0).

3. Approval of Previous Minutes – August 11, 2020

Member Strandberg moved to approve the minutes from August 11, 2020 with a second from Member Arnett. Motion carried by roll call vote (4-0).

4. Announcements, Communications and Correspondence – None

7. Declaration of Surplus Property – None

8. Claims

a. Sheriff

Sheriff Standard reported the total Sheriff claims were $11,370.37. Member Strandberg moved to approve the claims with a second from Member Arnett. Motion carried by roll call vote (4-0).

b. Jail

Sheriff Standard reported the total Jail claims were $21,266.86. Member Strandberg moved to approve the claims with a second from Member Deushane. Motion carried by roll call vote (4-0).

c. Animal Control

Sheriff Standard reported the total Animal Control claims were $2,402.51. Member Strandberg moved to approve the claims with a second from Member Deushane. Motion carried by roll call vote (4-0).

d. Merit – None

9. ESDA

a. ESDA Claims

Director Helle reported the total ESDA claims were $1,159.44. Member Arnett moved to approve the claims with a second from Member Thompson. Motion carried by roll call vote (4-0).

PUBLIC SAFETY

10. Old Business

a. Discussion/Action: Jail Door Grant update

This was tabled.

11. New Business

a. Discussion/Action: Spay and Neuter program

Member Strandberg moved to approve the change to the Spay and Neuter program with a second from Member Arnett. Motion carried by roll call vote (4-0).

CAMPGROUND

12. Campground

a. Campground Claims

Member Strandberg moved to approve the Campground claims $10,135.81 with a second from Member Arnett Motion carried by roll call vote (4-0).

b. Tourism Council Claims – None

a. Discussion/Action: Infrastructure Improvements Loan

Member Strandberg moved to approve the infrastructure improvements loan for $40,800.00 with a second from Member Arnett Motion carried by roll call vote (4-0).

15. Fulton County Camping and Rec

a. Superintendent’s Report

Superintendent Young reported the second installments were due on Aug 31, 2020 and five payments have not been received. On September 2, 2020 initial contract was attempted with no responses. On September 8 Superintendent Young send certified mailing notices of late payment was due.

Young reported for 2021 there are 119 on the waitlist. The campground currently has 8 electric sites open and 13 non-electrics sites available. The Campground will advertise the available campsites in several regional papers across Knox, Warren, Cass and Schuyler counties.

The sealed bid auction was a great success with $3,330.00 collect from the auction. The remaining unsold items will be stored and sold in the Spring of 2021.

Young advised the committee that notices from the State’s Attorney’s office have been sent to owner of abandon campers. The removal of one abandon camper took place last week.

Superintendent Young report the forty-three-year-old dump station for campers will need to be replaced. The campground is in the process of submitting the paper work for the new dump station to MSD for approval.

Day fishing will resume the second week in August and the Campground is starting to see an increase in kayaking.
