Fulton County Board Joint Advisory Health Insurance Committee met July 30.

Here is the minutes provided by the committee:

1. Call to Order – The meeting was called to order at 5:30pm by Co-Chair, Jason Myetich.

2. Roll Call – Committee members present were: Jason Myetich, Julie Russell, Trudy Williams, Lori Grove, Jennifer Bankert, Mary Ellen Carmack, John Spangler, Laura Kessel (Phone) & Katie Lynn (Phone). Also present were Stan Travelstead (American Central) and County Board Chair Patrick O’Brian (Phone).

3. Approval of Previous Minutes – Motion was made by Williams, second by Carmack to approve the minutes from the November 5th, 2019 meeting. Motion carried with all ayes.

4. Additions, Deletions, Corrections to Agenda – There was a motion by Williams, second by Grove to approve the agenda. Motion carried with all ayes.

5. New Business – None.

6. Old Business – Mr. Travelstead shared a mid-year review for Fulton County’s Insurance. As of May 31st, 2020 our total expenses for 2020 are $461,981, which is considerably lower than previous years at the mid-point. This can be attributed to the COVID-19 pandemic and policy holders not having elective surgeries and/or the same frequency of doctor visits as in years past. Stan also mentioned that he did expect the claims to increase in the second half of the year, due to restrictions lightening up.

County Clerk Bankert expressed her immense satisfaction with the support that American Central provides to Fulton County and its employees. Member Williams asked Stan if he had heard if Health Alliance would be providing rebates to their policy holders in the same fashion that United Healthcare announced they would be. Stan said he had not heard whether they would or not, but said he would be approaching their 2021 quote with that in mind.

Stan also mentioned that Fulton County may want to put out another round of information on “Virtual Visits” and the “Dental Maximum Rollover”. Reminding employees that the first 3 virtual visits are free and explaining the dental maximum rollover again.

Stan brought up the fact that the RFP did not include a request for a self-funded insurance plan. Committee members agreed by the majority that a self-funded plan will not work for Fulton County, despite the multiple attempts to pursue one. Member Williams gave a brief history of the last time the county actually had a self-funded plan.

County Clerk Bankert informed the committee that the deadline for the 2021 RFPs is 4:00 pm on October 1st, 2020. They will be opened at the October 5th, 2020 meeting. Stan requested to be present when they are opened, there were no objections to his request.

Co-Chair Myetich suggested there be a meeting set up in September to review the numbers for the third quarter.

The next two meetings were tentatively set up to be September 24th, 2020 at 5:30pm and October 5th, 2020 at 5:30pm. Both at the Fulton County Board Office.

7. Adjournment – Motion by Williams, second by Grove, all ayes. Meeting adjourned at 6:30pm.
