Fulton County Board Health Committee Met September 2

Fulton County Board Health Committee met Sept. 2.

Here is the minutes provided by the committee:

1. Call to Order: 3:45 pm

2. Roll Call: Laura Kessel, present; Mary Deushane, present; Susan Duquenne, present; Cindy Arnett, present; Warren Potter, absent. Also present, Tammie Denning Admin, Diana Keime, BOM.

3. Call for Additions/Deletions To and Approval of the Meeting Agenda: No changes. Mary Deushane made a motion to accept the agenda, 2nd by Susan Duquenne. Roll Call: Laura Kessel, Mary Deushane, Susan Duquenne, Cindy Arnett, all in favor.

4. Announcements, Communications and Correspondence – All Health Facilities – Leta Henderson will be retiring after 20 years of service at the Clayberg.

5. Public Remarks: None

Members of the Public who wish to address the Board must provide the Chairperson with prior written notice of their intent to speak. The written notice shall identify the name and address of the speaker, as well as a short statement indicating the speaker’s topic. Each citizen is limited to five (5) minutes. Citizen’s remarks shall not exceed 30 minutes per meeting.

6. Review of Minutes from Previous Month’s Meeting – omitted from the packets, will approve at the next meeting.

7. Claims/Review of Accounts’ Payable Items – All Health Facilities: Susan Duquenne made a motion to pay claims, 2nd by Cindy Arnett.. Roll Call: Laura Kessel, Mary Deushane, Susan Duquenne, Cindy Arnett, all in favor.

8. Transfer of Funds – All Health Facilities – None

9. Immediate Emergency Appropriations – All Health Facilities – None

10. Resolutions for Board Meeting – All Health Facilities: Announcement of Leta Henderson’s retirement after 20 years of service.

11. Old Business

a. Discussion/Action: Financial Update – Previous Month’s Facility Data Review

1. Admissions/Census (Clayberg) – info in packet – started with 40, 3 new admits 2 discharges and 1 death, ended with 40.

2. Accounts’ Receivable/Aging (Clayberg) info in packet – still not able to get pending Medicaid cases processed. Had meeting with Illini care about outstanding claims and said to allow 30-45 business days for them to reprocess can escalate claims after if still not paid. Received another 81,050.00 in stimulus payments 8-28-20.

3. Facility Operational Status Updates (Clayberg) – Weren’t able to get financials from Treasurer’s office prior to meeting. We are in the window for Survey – the state has re-started the process. COVID testing done for Sept – all negative. We currently have 1 employee off with Covid symptoms. To retest Thur.

12. New Business

a. Discussion/Action: Facility Capital Improvement Projects

1. Roof bids for garage: 3 bids received Holthaus 32,885.00, didn’t include vents; Prater 35,339.00 bid did include vents; Brannan didn’t provide an updated bid to include prevailing wage. The Committee voted to accept the bid from Prater’s. Mary Deushane made a motion, 2nd by Cindy Arnett. Roll Call: Laura Kessel, Mary Deushane, Susan Duquenne, Cindy Arnett, all in favor

2. Walk in Freezer – 5 weeks delivery

b. Discussion/Action: FY2021 Clayberg budget – Omitted from Packet. Will review in Oct, or if necessary, have a special meeting to review. A couple of things to consider – paying our portion of the County audit and the cost of processing payroll.

c. Discussion/Action: Health Committee – Important Upcoming Dates

1. Next Health Committee Meeting (Wednesday, October 7, 2020, scheduled for 3:45pm at The County Board office). Which is also Laura’s Birthday!

13. Adjournment: 4:15 pm.
