City of Galesburg Facade Advisory Committee met Sept. 1.

The meeting was called to order at 9:45 am.

Approve Minutes of the May 5, 2020 meeting

Member Gerstenberger moved to approve the minutes, seconded by Member Martin.

Minutes were approved by voice vote.

FAC-20-0901 Consider Downtown Façade Redevelopment Grant – 66 N Seminary St

The property is owned by Sara and Kip Willis. Their general contractor G.S. Bond was present on their behalf.

The original submitted plans show 4 windows on the 2nd floor of the main façade (facing N Seminary St), each having their own brick arch and additional brick features at the upper portion of the façade. As the mason began removing the brick façade, large portions of the brick fell out onto the street due to extensive water damage of the wood framing behind the brick. The owner, architect and mason discussed the situation and ultimately decided to they needed to install 3 new steel lintels with block bond beams with less ornate brick details as originally shown. It was felt that keeping the design simple would deter water infiltration in future years. The General Contractor stated this work added $7,200 to the project cost. The windows will be operable double hung windows that are to meet egress requirements.

The owner is not requesting any additional funding toward the façade. This meeting is for the Façade Committee to review the changes that were made from the originally submitted project.

There was a question as to why the brick was painted in the recessed area of the window opening between the window frame and outside edge of the building face. The General Contractor stated the rear was already painted, so they had to repaint those and felt it looked good so they went ahead and also painted on the north and south sides. He said they tried a number of different colors and felt black looked the best. A question was asked if the contractor had read through the design guidelines of the Façade program that suggest brick not be painted, and he said he had not read the design guidelines.

Member Gerstenberger made a motion to recommend approval of the changes, seconded by Member Scott.

Ayes: Bullis, Gerstenberger, Martin and Scott, 4.

Nays: None.

Abstentions: None.

Chairperson declared the motion approved.

There being no further business, Member Martin made a motion to adjourn, seconded by Member Gerstenberger, the meeting adjourned at 9:50 a.m.
