McDonough County Elms/Building and Grounds Committee met Sept. 8.

The Elms/Building and Grounds Committee met at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members in attendance included Chair Larry Aurelio, Vice Chair Marcia Twaddle, Lee Calvert, Dave Cortelyou, Terra Litchfield, Bob Mahr, Deckle McLean, and Paul Trimmer. Others in attendance included Chad Wilson, Sheriff Nick Petitgout, County Board Chair Scott Schwerer, Elms Administrator Tim Bledsoe, Patrick Stout and Committee Secretary Stacey Alexander.
Chair Aurelio called the meeting to order at 7:00 p.m.
Review and Approval of August 11, 2020 Minutes
Member Calvert moved with a second by Member Mahr to approve the August 11, 2020 Minutes as submitted. Motion carried on a voice vote.
Farm Report
County Chair Schwerer said that they are thankful for the recent rain we had.
Administrator’s Report
Elms Administrator Tim Bledsoe gave the report. Census is at 59, with 5 being Medicare A, 0 Medicare B, 16 private pay, 1 Hospice Private, 4 Hospice Medicaid, 32 Medicaid, and ADC is 65. Medicaid owes $195,369.04, and Medicare owes $187,761.21. They admitted 10 new residents and discharged 5. The small van was in an accident, the employee and resident were not injured and the other party was ticketed for improper driving. Information has been sent to Pumo Insurance for bidding of property insurance.
They began testing the week of August 31 for Covid 19, all staff and residents have tested negative, the staff will be tested again on September 11 due to the County range being at 5% to 10% for positive cases. Until the County positivity rate drops below 5% the staff will be tested weekly, and if the rates exceed 10%, they will have to test the staff and residents twice a week. Bledsoe said they have received 500 test kits from the federal government, and are working on getting more aid. The federal government has sent them a rapid testing machine and supplies.
Member Cortelyou asked Bledsoe if the residents have been allowed to take car rides, Bledsoe said they have not been as the State will not allow it.
Financial Report
Member Cortelyou moved with a second by Member Litchfield to approve the August 2020 Financial Reports. Motion carried on a voice vote.
Elms Claims
Member McLean moved with a second by Member Mahr to approve the Elm’s claims as submitted. Motion carried with a roll call vote of 8 yeas, 0 nays, 0 vacant and 0 absent.
Macomb Public Building Commission
Member Mahr asked the Sheriff about the lock boxes that they have been waiting on for the cells.
McDonough County Maintenance Directors Report
Chad Wilson gave the report. Wilson said that he and Josh are trying to stay on top of things while Allen is out, he also let the Committee know that a crabapple tree was lost on the east side of the Courthouse. Chair Aurelio told the Committee that they need to talk about replacing the maintenance director. Sheriff Petitgout feels that they need to look at having one person in the maintenance department, he brought the job description with him. Member Litchfield agrees with the Sheriff, and she feels that maintenance employees need to know whom they are to report to, and would like to see the Sheriff over the maintenance department. Litchfield told Chad that she likes how he has been filling out his timesheets as he has been putting descriptions as to what he worked on.
Building and Grounds Claims
Member Trimmer moved with a second by Member Calvert to approve the August Building and Grounds Claims. Motion carried on a voice vote.
Executive Session
Member Mahr moved with a second by Member McLean to enter executive session at 7:20 to discuss an employee, and litigation on the Elms.
Member Cortelyou moved with a second by Member Mahr to exit executive session at 7:26. with no action taken.
Other
Member Cortelyou moved with a second by Member Mahr to remove the remaining crabapple tree on the east side of the Courthouse. Motion carried on a voice vote, with one nay by Member Trimmer.
County Board Chair Comments
County Chair Schwerer said that the Health Department’s news report that was posted today was misleading.
Adjourn
Member Cortelyou moved with a second by Member Mahr to adjourn the meeting at 7:38 p.m. Motion carried on a voice vote.
