City of Knoxville City Council met Sept. 8.

Call to Order: Mayor Maurer called the Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Benjamin, Eiker, Gruner, Hillier, Hope, Howard, Myers and Naslund; Mayor Maurer, Treasurer Bivens, Chief of Police Poyner, Attorney McCoy, Engineer Cooper, Water Superintendent Johnson, and City Clerk Wilt. Absent: None. Also in attendance: Mr. Geoff Hurd.
Public Comments: None.
Approval of Minutes: Alderman Gruner moved to approve the Minutes of the August 17, 2020 City Council Meeting. Alderman Benjamin seconded the motion which passed by voice vote with one abstention.
GENERAL REPORTS
Attorney Report: No report.
Engineer Report: No report.
Treasurer’s Report: No report.
City Clerk’s Report: Clerk Wilt passed out the 2020-2021 first quarter financial statement.
INFORMATION ITEMS
• Mayor Maurer noted that the online packet contains a copy of approved Public Requisition 2020-02 for TIF eligibility for the library window project.
OLD BUSINESS
1. City Hall Addition: Engineer Cooper reported that there is a schematic design of the proposed City Hall addition and that the next steps would be to survey the property, develop a detailed plan, and ask for bids. Even though this project would be paid in full with TIF funds, a line item for $500,000.00 needs to be appropriated. Attorney McCoy will prepare a supplemental appropriations ordinance. Alderman Myers moved to allow Bruner, Cooper & Zuck to survey the property. Alderman Eiker seconded the motion, which passed with eight (8) Yes votes.
NEW BUSINESS
1. TIF Request – Hurd-Hendricks Funeral Home and Fellowship Center: Hurd- Hendricks Funeral Home and Fellowship Center representative Mr. Geoff Hurd presented two TIF applications for his properties at 120 and 126 South Public Square, totaling $277,713.00. Alderman Gruner moved to approve the TIF applications. Alderman Hillier seconded the motion, which passed with eight (8) Yes votes.
2. East Ann Street Fire Hydrant Repair: Engineer Cooper reported that a hydrant on East Ann Street has been broken for about three years after a vehicle damaged it. There are also water valves that need to be built and repaired in that same area, so these items will all be repaired at the same time so that the water will only need to be shut off once. The cost is about $21,000.00, which is below the threshold needed to obtain bids. Alderman Gruner moved to begin the hydrant and valve repair project. Alderman Hillier seconded the motion, which passed with eight (8) Yes votes.
Mayor’s Report:
• Comcast has reported an increase in local cable rates.
• The Zoning Board of Appeals will meet on Thursday, September 10, 2020 at 7:00 to consider a request for a garage larger than the maximum allowable size at 210 S Timber St.
• Porter-Hay Insurance has been contacted for an estimate for the 2021 liability insurance with the IL Municipal League.
• The Knox County Clerk’s office has provided signature requirement listings and candidate petitions for the April 2021 consolidated election. All positions except for a seat in Ward 4 are up for election. Petitions may be filed with the City Clerk between December 14-21, 2020.
• MidCentury Communications will hold a drive-up internet sign-up event behind the Old Courthouse on Wednesday, September 9, 2020 from 4:30-6:30 pm.
• Fall Clean-up will be the week of September 14, 2020.
• The next regularly scheduled Council meeting will be held on Monday, September 21, 2020 at 7:00 pm.
• Sexual Harrassment Prevention Training is required by the state for all municipal employees. Training can be online and it must be completed by December 31, 2020, and then annually after that.
Committee Reports
• Administration: No report.
• Cemetery: No report.
• Economic Development: No report.
• Parks: No report.
• Police: No report.
• Sanitation: No report.
• Streets: No report.
• Water/Sewer: Superintendent Johnson reported that the sewer lining project is awaiting
Council approval. The item will be placed on the September 21, 2020 Council agenda.
Executive Session: Alderman Howard moved to adjourn into Executive Session, pursuant to Section 2(c)(1) of the Open Meetings Act for purposes of discussing the employment,
performance, or dismissal of a specific City employee. Alderman Hillier seconded the motion, which passed with eight (8) Yes votes. The meeting was adjourned to Executive Session at 7:39 PM.
Adjourn: At 8:00 PM, Alderman Eiker moved to Adjourn the Meeting; Alderman Gruner seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
