City of Galesburg Planning and Zoning Commission met August 18

City of Galesburg Planning and Zoning Commission met Aug. 18.

Here is the minutes provided by the commission:

MEMBERS PRESENT: Roger Carlson, Bill Johnson, Kyle Kelley, Stephen McKelvie, David

Uhlmann, 5.

MEMBERS ABSENT: Greg Davis, Leigh Nygard, Neil Thomas, 3.

OTHERS PRESENT: Stephen Gugliotta AICP.

Chairman declared quorum present.

Approve Minutes of the July 21, 2020 meeting

Member Uhlmann moved to approve the minutes, seconded by Member McKelvie.

Minutes were approved by voice vote.

Update Past Planning and Zoning Commission items

 Variance request of Section 152.232 (A) of the Development Ordinance to allow more than one onpremise free-standing sign. PIN 99-03-153-003, located at 1980 National Blvd. A sign permit was issued on July 23, 2020. 

 Minor Plat of the Kenco First Addition Subdivision PINs 99-16-426-007, 99-16-426-006 and 99-16- 426-008, located at 932 and 1000 Monmouth Blvd. City Council approved this Minor Plat at their August 3, 2020 meeting. 

 Zoning map amendment to go from B1, Neighborhood Business to B2, General Business, located at 262 North Prairie St. PINs 99-10-476-008 and 99-10-476-004. City Council approved this zoning amendment at their August 17, 2020 meeting. 

 Off-Street parking variance of Table 152.155 (B) (2) to allow 16 parking spaces instead of the required 29, located at 2100 Grand Ave. PIN 99-13-329-029. The Planning & Zoning Commission approved this variance request at the July 21, 2020 meeting. 

 Request for Variance of Section 152.231 (B) (1) to allow more than one on-premise wall sign, located at 3333 N Seminary St. PIN 95-35-100-010. A sign permit was issued on July 23, 2020.

PZ-20-0801 Public Hearing

Variance request of Section 152.067 (F) (1) to allow a 21 foot front yard variance instead of the required 30 foot setback, located at 1122 Woodbine Circle W. PIN 99-09-126-004.

Petitioner is Bonnie Riggins, who was present.

The Commission members considered the following items:

 The granting of the requested variance would not be detrimental to or endanger the public health, safety, morals, comfort or general welfare;

 The granting of the variance would not be injurious to the use and enjoyment of other property in the immediate vicinity, nor substantially diminish or impair property values within the adjacent area;

 The variance will not alter the essential character of the neighborhood.

 The Development Review Committee reviewed the proposed special use at their August 5, 2020 meeting and recommend approval.

Member Uhlmann moved, seconded by Member McKelvie to approve the variance.

Ayes: Carlson, Johnson, Kelley, McKelvie, Uhlmann 5.

Nays: None.

Abstentions: None.

Chairperson declared the motion approved.

PZ-20-0802 Consider 

Excused absence of Member Davis from the June 9, 2020 meeting and Member Johnson from the July 21, 2020 meeting.

Member McKelvie moved, seconded by Member Carlson to approve the excused absences.

Ayes: Carlson, Johnson, Kelley, McKelvie, Uhlmann 5.

Nays: None.

Abstentions: None.

Chairperson declared the motion approved.

There being no further business, the meeting adjourned at 5:36 p.m.
