Mercer County School District #404 Board of Education met Aug. 12.

Here is the minutes provided by the board:

The Board of Education of Mercer County School District #404, Mercer, Henderson, & Rock Island Counties, Illinois, convened at a regular meeting at the Mercer County Intermediate School Music Room, 1002 SW 6th Street, Aledo, IL at 6:00 PM.

Prior to Roll Call, Mike Bowns opened with a brief prayer, followed by the Pledge of Allegiance led by President Julie Wagner.

ATTENDANCE 

Board members present upon roll call: Balmer, Bieri, Bowns, Smock, Wagner, and Yates.

A quorum was present.

Absent: Dillavou arrived at 6:26 PM

Administrators present: Superintendent Scott Petrie, Principals Bush, Fleuette, Koresko, Day and Sedam. Also in Attendance: Andrew Hofer, Morgan Braucht and Secretary Angie Baker.

2. There was a motion by Smock, seconded by Bowns, to approve the CONTRACT District Treasurers Contract as presented.

HIGH ROADS SUPPORT 

3. There was a motion by Smock, seconded by Bowns, to approve the Kind Support agreement with High Roads Advantage in the amount of $3,900.

PRESS POLICY 

4. There was a motion by Smock, seconded by Yates, to adopt the ADOPTION updated PRESS Policies from IASB for the June Quarter.

RETURN TO LEARN 

5. There was a motion by Smock, seconded by Yates, to approve the DRAFT PLAN Return to Learn Plan as presented.

CLOSED SESSION

6. There was a motion by Dillavou, seconded by Smock, to go into Closed Session after a short recess for Personnel, Negotiations, and a Review of Closed Session Minutes at 7:04PM.

6.1 Personnel

The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. 5 ILCS 120/2(c)(1)

6.2 Negotiations

Collective negotiating matters between the District and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees. 5 ILCS 120/2(c)(2).

6.3 Review of Closed Session Minutes

The discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. 5 ILCS 120/2(c)(21)

HIRE APOLLO 3RD GRADE TEACHER 

8. There was a motion by Smock, seconded by Dillavou, to hire Hannah Callahan as Apollo 3rd Grade Teacher.

HIRE JUNIOR HIGH HEAD SOFTBALL COACH 

9. There was a motion by Smock, seconded by Bowns, to hire Morgan Weeks as Junior High Head Softball Coach.

HIRE JUNIOR HIGH ASSISTANT SOFTBALL COACH 

10. There was a motion by Smock, seconded by Bowns, to hire Hannah Baker as Junior High Assistant Softball Coach.

HIRE TEMPORARY DISTRICT CUSTODIAN 

11. There was a motion by Dillavou, seconded by Bieri, to hire Lonnie Maynard as Temporary District Custodian.

HIRE TEMPORARY DISTRICT CUSTODIAN 

12. There was a motion by Smock, seconded by Bowns, to hire Andrew Augustine as Temporary District Custodian.

CLOSED MINUTE REVIEW 

13. There was a motion by Smock, seconded by Bowns, to keep the closed minutes from February 2020 – July 2020 closed.

BOARD COMMENTS 

4. Mike Bowns thanked the administration team for all the extra hours and hard work put into the Return to Learn Plan.

SEAT MEMBER OF BOARD OF EDUCATION 

5. Mark Bieri was appointed to the Mercer County School Board of Education on August 12, 2020. He recited the Board Oath and was welcomed by fellow board members.

COMMITTEE REPORTS 

6. Julie Wagner summarized the Finance Committee report. The Transportation Committee Meeting was cancelled.

HIGH ROADS ADVANTAGE SUPPORT 

7. The High Roads Advantage In Kind Support is an annual support payment that provides services to some of our students that might find it difficult to be successful in a public school setting. High Roads provides opportunities such as GED classes, work and life skills, and provides assistance in post-secondary education, training, and employment.

RETURN TO LEARN PLAN 

8. Mr. Petrie discussed the additions to the Return to Learn Plan since approval at the last board meeting. He commended the principals for doing an outstanding job organizing each of their buildings. The principals shared an outline as to what the first day of student attendance will look like. Each building will have picnic tables outside to utilize for class as well as lunch time. The Junior High and High School will have staggered transition times to move from class to class. Masks are required for all students and staff while in the building and temperature checks will take place before entering buildings and or buses each morning. They also discussed quarantine areas in each building, the COVID Handbook sent out from Apollo, and how well communication has been from the district to parents.

FY21 BUDGET

 9. Mr. Petrie summarized the budget with a handout. The FY21 proposed budget has been posted to the district website and is available to view in the District Office. The annual budget hearing and adoption will happen next month.

IESA UPDATE 

10. Junior High Athletic Director, Morgan Braucht, talked about the latest updates regarding JH Athletics. The IESA has allowed schools to participate in Cross Country and Softball for the fall season. Due to the limitations from IDPH and IESA, only two contests are allowed per week. New protocols in regards to busing, practices, home events, and away events have been discussed with coaches in each sport. JH athletics start games next week.

IHSA UPDATE 

11. High School Athletic Director, Andrew Hofer, discussed the latest updates regarding HS Athletics. The IHSA has allowed schools to participate in Cross Country and Golf. Football and Volleyball season has been moved to the spring. At a minimum, they will have a regional post season. State series are still to be determined. We are limited as to what teams we are allowed to play based on our IDPH region.

ADMINISTRATIVE REPORTS 

12. In addition to their written reports, the following was mentioned:

Mr. Fleuette discussed the new clocks that were installed at Apollo. Mr. Sedam mentioned the bottle fillers that were installed this summer. Students will not be allowed to use the water fountains so the bottle fillers will be great during this time. The dishwasher project in the cafeteria is complete.

Mr. Koresko discussed the update to the sound system at MCIS.
