Fulton County Finance & Insurance Committee met July 14.

1. Call to Order

2. Roll Call

Roll call was taken, quorum was present

3. Call for Additions/Deletions To and Approval of the Agenda

Chairman Myetich pulled agenda item #15.

Member Kessel moved to approve the amended agenda with a second from Member Clark. Motion carried by roll call vote (5-0).

4. Approval of Previous Minutes – July 8, 2020

Member Clark moved to approve the minutes from July 8, 2020 with a second from Member Kessel. Motion carried by roll call vote (5-0).

7. Claims

a. Discussion/Action: Claims

Member Clark moved to approve the claims with a second from Member Murphy. Motion carried by roll call vote (5-0).

11. New Business

a. Discussion/Action: Allocation of $6840.00 to States Attorney’s Equipment Fund for New Computers

Justin Jochums, States Attorney discussed a check for $6,840.00 was received for work that was done to expunge the Cannabis records. The State of Illinois reimbursed a 102 States Attorney’s offices for work that was done to expunge the cannabis records from 1975 to present. The States Attorney’s Offices are being paid $45.00 per case for the work that was done.

State’s Attorney Jochums would like the OK from the Finance & Insurance Committee to use the funds to purchase seven new computers, as the office computers are 9 years old.

Member Murphy moved to approve the Allocation of $6,840.00 to the States Attorney’s Equipment Fund for new computers with a second from Member Kessel. Motion carried by roll call vote (5-0).

b. Discussion/Action: Policy Manual Health Benefits update

Chairman Myetich discussed the Policy manual update that the Finance committee was sent for the Property & Personnel & Courts Committee to review. The policy being reviewed is mirroring the Health Alliance Insurance Policy that the county currently has.

Member Murphy moved to approve the Policy Manual Health Benefits update with a second from Member Kessel. Motion carried by roll call vote (5-0).

c. Discussion/Action: Resolution: Fund 085: Create PSAP Support Fund

Treasurer Mayall discussed the ETSB Board (Emergency Telephone System Board) is allocating money and this needs to be in its own fund for the telecommunication system.

Member Kessel moved to approve the Resolution with a second from Member Clark. Motion carried by roll call vote (5-0).

d. Discussion/Action: Resolution: Trustee Parcels

Member Clark moved to approve the Trustee Parcels with a second from Member Murphy. Motion carried by roll call vote (5-0).

12. Budget

a. Discussion/Action: FY21 Budget

Comptroller Miles stated that the work sheets for the General Fund will be sent out to the departments this week.

14. Treasurer’s Report

Treasurer Mayall reported the first installment for Property taxes are due on July 24. She reported that the first distribution to the taxing bodies will be dated July 31, 2020.

Treasurer Mayall reported the county received notification from the State of Illinois the COLA (Cost of living adjustment) of 2.1% increase for the States Attorney and the Public Defender’s salaries. This increase was effective July 1, 2020.
