City of Knoxville City Council met Aug. 3.

Call to Order: Mayor Maurer called the Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Benjamin, Eiker, Gruner, Hillier, Hope, Howard, and Myers; Mayor Maurer, Treasurer Bivens, Chief of Police Poyner, Attorney McCoy, and City Clerk Wilt. Absent: Alderman Naslund. Also in attendance: Mr. Dan Hiett with Hiett Insurance, and Ms. Dawn Hutchison with the Knox County Scenic Drive.
Public Comments: None.
Approval of Minutes: Alderman Gruner moved to approve the Minutes of the July 20, 2020 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

INFORMATION ITEMS

OLD BUSINESS
1. Employee Health Insurance Renewal: Mr. Dan Hiett with Hiett Insurance presented the Council with his suggested options with two fully insured insurance carriers, United Healthcare and Blue Cross Blue Shield. Alderman Myers moved to contract with United Healthcare Plan BRM4-2020 for employee health insurance for 2020-2021. Alderman Howard seconded the motion, which passed with seven (7) Yes votes and one (1) Absent. Mr. Hiett also reported to the Council that he is working on the insurance issues presented at the July 20, 2020 meeting.
2. Part Time Employee Boot Reimbursement Policy: By mutual consent, the boot reimbursement policy for part time employees will not change. The full time policy was changed at the July 20, 2020 Council meeting.
NEW BUSINESS
1. Knox County Scenic Drive – Knoxville Stop 2020 Participation: Dawn Hutchison, Chairman of the Knox County Scenic Drive Knoxville Stop addressed the Council with her concerns about Knoxville’s participation in the October 2020 Drive due to the COVID-19 pandemic. Mayor Maurer instructed her to not accept any vendor applications for 2020, and to refund those who have already paid. The City’s insurance carrier will be contacted to verify coverage if this event was held. The Knox County Scenic Drive County Committee is split on holding the Drive in 2020, and will meet again on August 17, 2020 to make a final decision.
2. Fall Clean-Up: By general consensus, a Fall Clean-Up will be held to make up for the Spring Clean-Up that was cancelled due to COVID-19 concerns. A date will be selected at the August 17, 2020 Council meeting, after confirming that the new garbage truck ordered will arrive in time for the Clean-Up.
Mayor’s Report:
• The 2020-2021 Appropriations Ordinance was filed with the Knox County Clerk.
• Mr. Keith Vaughn has the bell from the former St. Mary’s Chapel, and has offered to donate it to the City if the City would pay for half. By general consensus, the Council refused the offer.
• The next regularly scheduled Council meeting will be held on Monday, August 17, 2020 at 7:00 pm.
• The next meeting Public Library Board meeting will be held on Tuesday, August 4, 2020.
Committee Reports
• Administration: Alderman Myers asked Attorney McCoy to draft an ordinance adding RVs and campers to the nuisance ordinance.
• Cemetery: No report.
• Economic Development: No report.
• Parks: No report.
• Police: No report.
• Sanitation: No report.
• Streets: Alderman Eiker asked what action can be taken towards the resident at 109 W.
Main St, with an unmowed yard and trash accumulation. Chief Poyner responded that the property is in abatement status.
• Water/Sewer: No report.
Adjourn: At 8:21 PM, Alderman Myers moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
