McDonough County Road and Bridge Committee met Aug. 6.

The McDonough County Road and Bridge Committee held their monthly meeting at 7:00 P.M. Committee Members present included Chair Dave Cortelyou, Mike Cox, George Dixon, Ken Durkin, Dick Marcott, Rod McGrew, and Marcia Twaddle. Other persons in attendance: Dave Cadwalader, Engineer Rick Walker, Patrick Stout, County Chair Scott Schwerer, Scott Hance and County Clerk Gretchen DeJaynes.
County Board Chair Schwerer read a letter of resignation from Member Trevor Toland, and announced that Vice Chair Dave Cortelyou would now be the Chair of this Committee.
Chair Dave Cortelyou called the meeting to order at 7:00 P.M.
Review Minutes from July 2, 2020
Member Durkin moved with a second by Member McGrew to approve the July 2, 2020 minutes as submitted. Motion carried on a voice vote.
Resolution to Replace the Bed on Truck 13 (2003 Sterling) with a Stainless-Steel Bed
Member Dixon asked if the truck was worth putting a bed on, Engineer walked said that it was.
Member Durkin moved with a second by Member Marcott to approve the Resolution to Replace the Bed on Truck 13 (2003 Sterling) with a Stainless-Steel bed, and to send to full Board. Motion carried on a voice vote.
Resolution for Improvement Under the Illinois Highway Code Section 08-00103-00-BR
Engineer Walker said they would like to use $154,000 of the Rebuild Illinois funds to work on the Sugar Creek bridge.
Member Dixon moved with a second by Member Cox to approve the Resolution for Improvement Under the Illinois Highway Code Section 08-00103-00-BR, and to send to full Board. Motion carried on a voice vote.

July Work Report
Report given by Dave Cadwalader. In July they have done sign maintenance, cleaned and mowed ditches, made repairs to various roads, removed a tree, prepared trucks 8 and 11 for testing, and put new exhaust on truck 17. They stocked up on chips for spray patch, and blot material. Member Marcott inquired about blotting roads, Engineer Walker believes the Tennessee blacktop is still from the old oil, and that the road starts to bleed around 80-85 degrees.
Claims
Member Cox moved with a second by Member Dixon to approve the claims submitted. Motion carried on a voice vote.
Other Business
Engineer Walker gave a brief overview of the Highway Department’s projected budget for FY 2021. Member McGrew asked who Flint Hill Resources is, Walker stated that it is an oil supply company.
Member Cox suggested they put a cone by the concrete culverts near the bridge project.
Member Dixon asked Engineer Walker, and Dave Cadwalader what the protocol is with 1st responders regarding road closures, Cadwalader said that they notify the 911 center. Chair Schwerer asked Member Dixon what road closure he was talking about and who he received his information from. Dixon said he was referring to the closure on the Colmar Blacktop. Chair Schwerer said that he will call the 911 center and see what their protocol is.
Engineer Walker informed the Committee that the roads by the wind farm are almost complete. Chair Schwerer informed the committee that Law & Legal will be looking at the wind farm ordinance.

With no further business to discuss, Member McGrew moved with a second by Member Marcott to adjourn the meeting at 7:48 p.m. Motion carried on a voice vote.
