Fulton County Board Executive Committee met Aug. 5.

Here is the minutes provided by the committee:

1. Call to Order

Time: 7:16pm

2. Roll Call

Roll call was taken, quorum was present

3. Call for Additions/Deletions to and Approval of Agenda

Member Clark moved to approve the agenda with a second from Member Kessel. Motion carried by roll call vote (6-0).

4. Approval of Previous Minutes – July 8, 2020

Member Myetich moved to approve the minutes from July 8, 2020 with a second from Member Clark. Motion carried by roll call vote (6-0).

5. Announcements, Communication and Correspondence – None

6. Public Remarks – None

7. Old Business

a. Discussion/Action: Hanna City Trail

Chairman O’Brian discussed the Hanna City Trail has a petition that is being signed by persons that would like the trail and currently about 800 signatures have been collected.

There will be an Ad-hoc Committee meeting to discuss funding options on Thursday, August 6, 2020. Fred Winterroth, Mayor of Hanna City and George Bellovics from IDNR will be discussing the Hanna City Trail project at the Fulton County Board meeting on August 11, 2020.

There are discussions about a grant that would cut the project cost in half.

Chairman O’Brian discussed the infrastructure that is needed on the Hanna City Trail and the purchase of the land does not include any needed infrastructure. The infrastructure would be an added cost for any maintenance, culverts that may be needed or replaced.

Member Clark stated this would not include any insurance on the Hanna City Trail that would be needed by the county.

Chairman O’Brian asked the committee to send this to the full board at the August 11, 2020 meeting.

Member Thompson asked when a decision will have to be made if Fulton will participate in the Hanna City Trail. Chairman O’Brian stated hopeful a decision can be made by the end of August.

Chairman O’Brian also stated if any one of the five bodies votes down the Hanna City Trail the project will be done.

Member Clark moved to approve the Hanna City Trail with a second from Member Kessel. Motion carried by roll call vote (6-0).

8. New Business – None

9. Reports from Committee Chairs

a. Community Development

Chairman O’Brian discussed Oil Filter Recyclers Inc. is asking for a fee waiver for the building permit on the facility being built in Astoria, IL.

Cole McDaniel has been working on this project before making his move to SRPED.

Two other resolutions for rezoning have been approved and will be presented at the board meeting.

Janice Emmons report to the Zoning/Community Development Committee that the new office is working very well.

b. Finance/Insurance

Member Myetich reported that tonight is his last meeting and has submitted his resignation to the Fulton County Chairman.

Trudy Williams stated that on behalf of the employees of Fulton County are sorry to see Myetich leave and he will be missed.

c. Health

Member Kessel reported a fund raiser for Cass Putman Fire and Rescue was held at The Clayberg and raised about $10,000.00.

Three youth set up a lemonade stand and donated $200.00 to the Activity Fund at The Clayberg.

The big freezer has been leaking and will need to be replaced.

The garage at Clayberg needs a new roof and bids will be accepted. The building trades was looked into about doing this work but with the roof pitch the building trades will not be able to do this job.

All Covid testing has been negative and testing currently is being once a month.

d. County Highway

Member Clark reported County 2 from Ipava to Airport Road has some shoulder work to be done.

The Highway Department is waiting on the signs for the Troy Chisum Memorial Highway.

e. Property & Personnel/Courts

Member Thompson reported three appointments have been approved and will move to the full board.

Health benefits revisions have been approved and will move to the full board along with the changes to the Rules of Order Executive session.

The Ethics training and ordinance will be discussed at the next Property/Personnel & Courts meeting.

The landfill sale will be done by sealed bid and will be sent to the full board.

f. Public Safety & Campground

Member Deushane discussed the bids for the jail cell doors came in under budget and will be discussed at the board meeting.

Nothing to report on the Campground.

Member Clark moved to adjourn at 7:23pm with a second from Member Kessel. Motion carried by Roll call vote (6-0).
