Fulton County Board Finance & Insurance Committee met Aug. 11.

Here is the minutes provided by the committee:

1. Call to Order

2. Roll Call

Roll call was taken, quorum was present

3. Call for Additions/Deletions To and Approval of the Agenda

Member Kessel moved to approve the agenda with a second from Member Murphy. Motion carried by roll call vote (5-0).

4. Approval of Previous Minutes – August 5, 2020

Member Clark moved to approve the minutes from August 5, 2020 with a second from Member Murphy. Motion carried by roll call vote (5-0).

7. Claims

a. Discussion/Action: Claims

Member Clark moved to approve the claims with a second from Member Kessel. Motion carried by roll call vote (5-0).

10. Old Business

a. Discussion/Action: VAC Letter

Andy Fyffe discussed the Veteran Assistance Commission driver and the VAC would like to continue to pay the driver even though trips to the VA in Iowa City have been suspended. Andy Fyffe was seeking advice regarding paying their driver from the Finance Committee and the Fulton County Board. The driver is paid on a stipend and is based on the trip. Trips to Iowa City and longer trips are paid $105.00 and short trips to Peoria, Galesburg and Springfield are paid $70.00. Andy Fyffe stated how difficult it is to get good drivers.

Member Clark stated the driver should be paid through the end of the fiscal year.

Treasurer Mayall will submit expense for the VAC driver through the CARES Act for reimbursement. Fulton County may or may not get the reimbursement through the CARES Act from the State of Illinois.

Member Clark moved to approve to continue to pay the VAC driver through the end of the fiscal year with a second from Member Kessel. Motion carried by roll call vote (5-0).

b. Discussion/Action: RFP’s for TORT & Liability Insurance

Clerk Bankert discussed the RFP for Tort & Liability Insurance was filled out and State’s Attorney Jochums added revisions to the document. The completed document was sent to all the Finance/Insurance Committee members on August 7 for review prior to the August 11th Finance Committee meeting.

When this is passed the County Clerk will make the revisions and send the RFP to the newspapers on August 14, 2020.

Member Kessel moved to amend to the RFP before sending to the paper with a second from Member Murphy. Motion carried by roll call vote (5-0).

Member Murphy moved to approve the RFP’s for TORT & Liability Insurance with a second from Member Kessel. Motion carried by roll call vote (5-0).

c. Discussion/Action: Resolution: Creation and Funding of Line Items #001-048-565101, TELEPHONE & INTERNET-257 W LINCOLN, $700.00; #001-048-565203, UTILITIES-257 W LINCOLN, $800.00; $001-048-565301, WATER-257 W LINCOLN, $260.00

Member Clark moved to approve the creation and funding of line items with a second from Member Murphy. Motion carried by roll call vote (5-0).

11. New Business

a. Discussion/Action: Polling Place change

Clerk Bankert discussed moving the Young Hickory polling place from the London Mills Office building to the London Mills Fire Protection District building at 301 S. Second Street, London Mills, IL.

Member Murphy moved to approve the polling place change with a second from Member Clark. Motion carried by roll call vote (5-0).

b. Discussion/ Action: Trustee Parcels

Treasurer Mayall discussed this is from the sealed bid auction, and there are a couple that may need to be pulled. If this occurs Treasurer Mayall will hold the checks and will not disburse the funds. Myers and Associates was contacted but with the lateness of the call Treasurer Mayall is waiting to be contacted back regarding the issue.

Member Murphy moved to approve the trustee parcels with a second from Member Clark. Motion carried by roll call vote (5-0).

c. Discussion/Action: Jail Cell Doors Bids

Sheriff Standard discussed the two bids received for the jail cell doors. The first bid was from Willo Products for $340,319.00 and the second bid from Southern Folger for $681,158.00. The bid accepted was for Willo Products. This bid includes a service maintenance agreement for one year and training for the engineer.

Steve’s electric from Lewistown will do the electric work for $21,800.00.

This was passed at the Public Safety & Campground Committee meeting tonight and will be presented to the Fulton County Board.

Member Clark moved to adjourn at 6:21pm with a second from Member Kessel. Motion carried by roll call vote (4-0).
