Fulton County Board met July 1.

Here is the minutes provided by the board:

Chairman Patrick J. O’Brian called the Special Session meeting to order at 5:00 p.m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

County Clerk Jennifer J. Bankert called the roll and found the following members present: Quorum was present. (Present-P; Absent-A)

Member Murphy moved to approve the agenda with a second from Member Deushane. Motion carried by roll call vote (15-0).

ACTION AGENDA

MISC:

a. Discussion/Action: Appointment of Plat Officer

Chairman discussed the appointment of Janice Emmons as temporary Plat Officer. Member Hudson asked if this was a temporary or a permanent appointment and if Janice Emmons has agreed to do this. Chairman O’Brian stated Janice Emmons agreed to be the Temporary Plat officer for 60days.

Member Pigg inquired if there will be any difference in pay for the temporary appointment. Chairman O’Brian stated there will not be any difference in pay or cost to Fulton County.

Member Bohler moved to approve the Appointment of Plat Officer with a second from Member Duquenne. Motion carried by roll call vote (15-0).

b. Discussion/Action: Extension of Senior Citizens Assessment Freeze Homestead Exemption, Homestead Exemption for Persons with Disabilities & Homestead Exemption for Veterans with Disabilities due to Covid 19.

This is due to the Property Tax Code Changes Public Act 101-635 and Senate Bill 685 and the House amendment 002.

Chairman O’Brian stated this was brought to his attention by two township supervisors.

The assessment office was made aware of this program a week or so ago. The current assessor decided not to include Fulton County in this program due to numerous persons that had already completed the application for the exemption. If additional persons would like the exemption the paper work needs to be completed and turned into the Assessment Office.

Member Hudson inquired what date is this extension is through. The extension is effective from June 5, 2020 for a period of 120 days or until the first date of the month during which there is not a statewide COVID -19 public health emergency.

Member Pigg moved to approve the Extension of Senior Citizens Assessment Freeze Homestead Exemption, Homestead Exemption for Persons with Disabilities & Homestead Exemption for Veterans with Disabilities due to Covid 19, with a second from Member Thompson. Motion carried by roll call vote (14-1) with Member Deushane voting nay.

ADJOURNMENT

Time: 5:26pm

Member Hudson made a motion to adjourn the meeting at 5:26 pm with a second from Member Murphy. The motion carried with all present Roll call vote (15-0). The next regular session meeting of the Fulton County Board will be held on July 14, 2020 at 6:30PM, Fulton County Courthouse, Room 201 Lewistown, IL.
