Village of Diamond Village Board met Aug. 11.

Proceedings, transactions and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 11th day of August 2020.
The scheduled meeting of the Diamond Village Board was held on Tuesday, August 11, 2020 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Mayor Kernc and Village Clerk Lori Holmes were present at the Village Hall. Commissioners Adair, Brown, Kasher and Warner, Village Attorney, Village Engineer, Public Works Director were in attendance remotely via teleconference. Upon roll call Commissioners present remotely were Mark Adair, Denise Brown, Jeff Kasher and Dave Warner. The Village Hall was open for citizens to enter and attend meeting. Face masks along with social distancing was required.
Under the new amendment to the Open Meeting Act, Mayor Kernc read the following: “I, as Mayor have determined that pursuant to Public Act 101-640 that it is not practicable or prudent to require all members of the Village Board of Commissioners and Village staff members to attend this meeting physically because of public health concerns.”
Approval of 7-28-2020 Minutes
Commissioner Warner had one correction of the minutes presented. Page 2 under Approve Ferguson Waterworks, 5th line to replace Ferguson with Neptune. MOTION was made by Commissioner Warner, SECOND by Commissioner Brown to approve the 07/28/2020 regular meeting minutes and place on file. All Ayes; Motion Carried.
Approval of August 11, 2020 Bill List
Commissioner’s Warner and Kasher make inquiry of the payment made to Christian Life Assembly. Mayor Kernc stated one of the public works personnel backed into the building during water meter readings and this is for the repair of the damaged siding of the church building. MOTION was made by Commissioner Brown, SECOND by Commissioner Warner to approve the August 11, 2020 bill list and place on file. All Ayes; Motion Carried.
Approval of the July 2020 Treasurer’s Report
Commissioner Kasher made inquiry regarding the $50,000.00 payment to the Diamond Enterprise Zone. Mayor Kernc stated it was the fee for extending the enterprise zone to include the CPV plant project. MOTION was made by Commissioner Brown, SECOND by Commission Kasher to approve the July 2020 Treasurer’s Report and place on file. All Ayes; Motion Carried.
Public Comment
Megan Horstead from WCSJ was present remotely. There were no public in attendance at the village hall. No public comment was given.
New Business
Discuss and Approve Installation of Lightning Rods in the amount of $4,026.00
Mayor Kernc stated it is suspected the damage to the WWTP generator was due to a lightning strike. It is in the best interest to install lightning rods on all generators throughout the village.
Commissioner Kasher stated this is a no brainer and it is in the best interest to have them installed. Commissioner Warner agreed. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Installation of Lightning Rods in the amount of $4,026.00. All Ayes; Motion Carried.
Review Quotes for WWTP Generator Repair
Mayor Kernc presented the quotes received. Commissioner Kasher explained the difference of the quotes from the Joliet Electric Motors is that they will do a complete diagnosis on it by dis-assembling and inspecting. They will only complete the work which is necessary. They complete the rebuild at their facility and will pick up and transport back to the site. Mayor Kernc added the company is in Joliet therefore, having a local company would be beneficial for any future needs. The two other quotes were for generator replacements therefore the cost is almost doubled in price.
Approve Quote for WWTP Generator Repair
MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve Joliet Electric Motors. Cost will vary based on the inspection and damage/repair analysis as stated in the quote. All Ayes; Motion Carried.

Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc presented the Will County Sheriff’s update stating calls were routine and nothing out of the ordinary to report.

Engineer Updates
Village Engineer Mike Perry stated Dan Draper spoke with IDOT discussing the ITEP Grant. The sidewalks width allowed can be 8ft wide from Will Road then decreasing to 7 feet after Meadows Avenue. Progress is moving forward with IDOT on this matter regarding ADA ramps at intersections etc. Perry will keep the board posted as it progresses. Perry stated he and Public Works Director Austin Vining will meet with Mr. Powell regarding grading and other matters on his prpperty located behind the Diamond Indoor Trap Range.

Commissioner Comments
Commissioner Kasher
Commissioner Kasher stated the generator was pulled on Friday and taken to Joliet Electric Motors. They are completing a root cause analysis report which is not fully completed however, from their initial inspection since there is no corrosion inside the generator, they believe it was due to a lightning strike.

Commissioner Adair
Commissioner Adair had no report however he questioned if the cleaning of the ditch on Will Road was completed. Mayor Kernc stated the trees have been cut down that were in the ditch. She did reach out to Road Commissioner Hodgen from Braceville township to see if they could mow the ditch since they do have equipment with the arm on it and they stated they would, and the village could return the favor in the future. Bob McGuinn from Tree Care Experts stated there is a product on the market that you use for tree stumps. After you cut down the tree, you paint the product onto the stump, and it kills the roots. Once it is mowed, Kernc would like to purchase the product and utilize it on the big trees in the ditch so they won’t grow back. Commissioner Kasher stated the product is called Tordon which is being used by Claypool Drainage for trees in ditches around the area. Kasher stated possibly Claypool Drainage could donate some bottles the village with the product since the ditch on Will Road is a Claypool Drainage ditch.

Mayor Kernc
Mayor Kernc stated the Federal Cares Act that of which the part of it coming through Illinois is the Cure Act. The Local CURE program: Is a local government assistance program which applies to all units of local government (as defined by the Illinois Constitution) outside of Cook, Lake, Will, Kane, & DuPage counties. Is federally funded from the Coronavirus Relief Fund using dollars allocated to Illinois through the CARES Act. Through the Cure Program, the Village of Diamond’s allotment is a $103,463.00. There are webinars which Kernc will be participating along with forms, certifications, etc. which are being sent to the State of Illinois in order to comply. In the near future, we will submit an application, which is a reimbursable program, which covers PPE and some payroll expense and possible additional COVID defined expenses. Kernc stated, she will be applying for any/all expenses that will be allowed for the reimbursement, which will come before the board for approval. Any funds not spent will go to other municipalities that can spend the monies.
