Fulton County Finance & Insurance Committee met July 8.

Here is the minutes provided by the committee:

1. Call to Order

2. Roll Call

Roll call was taken, quorum was present

3. Call for Additions/Deletions To and Approval of the Agenda

Chairman Myetich pulled item #15 from the agenda.

Member Clark moved to approve the amended agenda with a second from Member Kessel. Motion carried by roll call vote (5-0).

4. Approval of Previous Minutes – June 3, June 9, June 15 & June 18, 2020

Member Clark moved to approve the minutes from June 3, June 9, June 15 and June 18, 2020 with a second from Member Spangler. Motion carried by roll call vote (5-0).

5. Announcements, Communications and Correspondence – None

7. Claims

a. Discussion/Action: Claims

Member Murphy moved to approve the claims with a second from Member Kessel. Motion carried by roll call vote (5-0).

10. Old Business

a. Discussion: County Furloughs

Chairman Myetich asked for the report on the volunteer county furloughs. The Fulton County Board Chairman reported that all departments participated in the volunteer furlough. The workforce has been reduced at the courthouse.

Trudy Williams, AFSCME union representive, discussed with the Finance Committee that the department heads can call a furloughed person back to work at any time due to the office need.

b. Discussion: Current Budget Revenue review

Chairman Myetich discussed the current budget revenue has not decreased significantly at this time. The Personal Property Tax is up 66% and Sales Tax is down almost 50%.

The local Cannabis tax has not come into the county at this time.

11. New Business

a. Discussion/Action: Intergovernmental Contract between Fulton County Board and The Village of Bryant, Illinois

Chairman Myetich discussed this is the grant received for the Jail cell doors that was agreed that the Village of Bryant would receive $25,000.00.

Member Murphy moved to approve the Intergovernmental Contract between Fulton County Board and The Village of Bryant, Illinois with a second from Member Kessel. Motion carried by roll call vote (5-0).

b. Discussion/Action: Resolution: Fulton County Board and Village of Bryant, Illinois

Member Kessel moved to approve Resolution with a second from Member Clark. Motion carried by roll call vote (5-0).

c. Discussion/Action: 2021 Health Insurance Bids advertised

Chairman Myetich discussed this is to get the advertising for the proposed bids out and the committee can review the Health insurance bids and present them to the Finance Committee.

The JAHIC Committee will have a meeting July 30.

Member Clark moved to approved the advertisement of the 2021 Health Insurance Bids with a second from Member Murphy. Motion carried by roll call vote (5-0).

d. Discussion/Action: Polling Place change

Clerk Bankert discussed the polling place change due to two polling places that do not have running water. The polling place at Fiat has the water issue fixed. The second polling place was Waterford that has no running water. The polling place for Waterford will be moved to the Isabel Union Church at 9434 N. US 24 Highway, Lewistown, IL.

Member Clark moved to approve the Polling Place change with a second from Member Murphy. Motion carried by roll call vote (5-0).

e. Discussion/Action: Access to Financial Software

Chairman Myetich wanted to be sure Comptroller Miles had all the access to the new financial software.

Comptroller Miles advised the committee she has the access to the new financial software.

12. Budget

a. Discussion/Action: Budget Process

Comptroller Miles discussed using the CIC software has up to 7 steps to the budget process.

Miles discussed with the committee what steps and processes could be changed. The first and last steps cannot be changed, but the remaining steps can be adjusted.

Miles also discussed what the committee would like to see in the remaining steps, it was agreed to add the salaries to step 2 in the budget process.

Department discussions will take place with the department heads in the coming weeks with Miles and Chairman O’Brian.

Miles stated to the Finance Committee, the estimated time table for the budget process is, a draft budget by early to mid-August, and revisions can be made in September. The FY21 budget will need to be put on display in October and the Fulton County Board will need to approve the FY21 budget in November.

Member Kessel moved to approve the Budget Process with a second from Member Spangler. Motion carried by roll call vote (5-0).

b. Discussion/Action: FY21 Budget Recommendation

Chairman Myetich stated with Covid 19 the budget is about three months behind.

Myetich recommended to cut 5% from revenue and 10% from expenditures for the FY21 budget.

Member Kessel discussed creative solutions that the Finance committee has for saving money for the upcoming budget. Kessel suggested maybe the courthouse going to a 4-day work week to try to save money. This would help with cleaning, security and other items. Chairman Myetich stated the courts would have to make that decision if the courthouse could go to 4 days a week.

Member Murphy moved to approve the budget recommendation to cut 5% from revenue and 10% from expenditures with a second from Member Clark. Motion carried by roll call vote (5-0).

13. Transit

Comptroller Miles discussed the State of Illinois Fiscal year ended on June 30. The year end and quarterly reports are all due by the end of the month.

14. Treasurer’s Report

Treasurer Mayall discussed the county budget and for the month of June the revenue is $661,949.84 and expenditures for June are $1,020,880.31 and the June deficit is $358,930.47. The overall current deficit for County General is $1,325,011.90.

Mayall discussed the first installment for property taxes are due July 24 and the second installment is due September 4, 2020.

The loans for The Mental Health and Mental Deficient Funds are out of county general and will be repaid at the end of the year. The loan repayment is $205,000.00 that will be repaid to county general budget at the end of the year.
