2. Call for Additions/Deletions to and Approval of the Agenda
Member Murphy moved to approve the agenda with a second from Member Hoke.
3. Approval of Previous Community Development Minutes
Member Hoke moved to approve the minutes for March 3, 2020 with a second from Member Murphy.

6. Claims/Financial Report
a. Discussion/Action:
Member Murphy moved to approve the claims for Zoning (Community Development) with a second from Member Hoke.

COMPLAINTS:
There were properties on which building without a permit was reported. The first is along North County 97 and is an agriculture building which was repurposed for dwelling. This requires health department involvement as well as remitting a fee for the dwelling structure. They had falsified it as agricultural only to get a free permit and avoid property taxes. The second is located near Spoon River College and there is construction of a porch, deck, and a couple accessory buildings with no permit. They will be required to remit permits for the projects. The final is a boathouse located off a dock located along Route 9 and was reported by an appointed official. Currently, we have not went after boat houses or floating docks, so we would need to modify our ordinance to define them as needing a permit.
Chair Bohler suggested that once things settle down that Janice contact the States Attorney about language for an ordinance regarding boat houses and floating docks.
8. New Business
a. Discussion/Action item: McCombs Survey – Subdivision
Janice Emmons stated Jon McCombs is requesting to split off one acre for his daughter and it is currently in compliance with the zoning ordinance and has all the necessary signatures.
Member Hoke made the motion to send to the full board for approval with a second from Member Murphy. No further discussion was made and motion carried all ayes
b. Discussion/Action item: Wanda Baughman – request for refund of $291.00
Janice Emmons explained she had already went out and inspected the property when Ms. Baughman decided to not build since she couldn’t legally hook into an existing septic tank.
Hoke made a motion to refuse refund with a second from Member Murphy. No further discussion was made and motion carried all ayes.
c. Discussion-Restrictions/Public Access to Zoning Office
Janice Emmons explained there is limited access to the Health Department and those allowed must have temperatures taken. Emmons stated she is not allowed to bring anybody into the building and she tried and can’t make it work with clients through an open window or door so she is setting up appointments out in the field and it gives them a little bit more of dignity and professionalism.
Member Murphy stated they had a discussion at the Highway Meeting and a couple of people suggested moving Zoning to the Courthouse.
Chair Bohler stated right now they will not panic but next month will discuss this if things have not changed. He had requested that they use the outside side door leading into Janice’s office but was told they could not do that.
