City of Monmouth City Council met June 22.

Here is the minutes provided by the council:

Mayor Rod Davies declared the Public Hearing for the DCEO Rebuild Illinois Grant open at 5:45 p.m. in the Council Chambers at City Hall, 100 East Broadway. He then asked City Administrator Steinbrecher to give the background for applying for the DCEO Rebuild Illinois Grant.

Administrator Steinbrecher explained that it was discovered during meetings with Smithfield that they had long range plans to expand their production and they City simply did not have the infrastructure to support increased harvesting of hogs. In order to be able to support this increased harvesting of hogs, the City needs to construct the following:

1) A new production well. 

2) A new treatment plant. 

3) An elevated storage tank.

The total cost of this infrastructure project comes to $12,000,000.00

The Rebuild Illinois Grant is basically for infrastructure, but this project is also for economic development as it will provide new jobs and thus economic growth within the community. The Rebuild Illinois Grant is for $5,000,000.00; therefore, the City needs to seek other sources of funding and will be applying for a U.S. EDA Public Works and Economic Adjustment Assistant Grant for $2,500,000.00 and DCEO Regional Economic Development Grant for $2,000,000.00, which would total $9,500,000.00. The remaining $2,500,000.00 the City would fund through future water sales to Smithfield. There is a Resolution of Support that the City needs to pass this evening in order to secure the Rebuild Illinois Grant.

Mayor Davies said that the project is in its early stages and the Council will be advised as to its progress and will be provided a full plan when it is completed. This meeting was necessary as the DCEO Rebuild Illinois Grant has a June 30th application deadline. It has been encouraging in meetings with DCEO that this project definitely meets their criteria for awarding a Rebuild Illinois Grant. The City also has letters of support from Smithfield, Congresswoman Cheri Bustos, Illinois Senator Jill Tracy, Illinois House Representative Randy Frese and County Board Chairs. Alderman Wells asked if the new well will tie back into the City’s general distribution system and was assured that it would.

As there were no further questions or comments from the Council or any comments from the public either digitally or written due to the COVID-19 Virus, Mayor Davies declared the Public Hearing closed at 5:55 p.m.
