City of Monmouth City Council met June 22.

Here is the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Alderman Tony Cook, Brian Daw, Robert Wells, Juan Pinedo and Alderwoman Mary Kelly Absent: Alderman Thomas, Alderwoman Twomey and Alderman Heatherly Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor and Administrator Lew Steinbrecher Also Present in Adjacent Room: City Attorney Marcum Spears, Communications Director Ken Helms, Building and Zoning Director Joe Clark, MFD Chief Casey Rexroat, MPD Chief Joe Switzer and Woodard and Curran Public Works Director Andy Jackson

III. PRESENTATION TO THE COUNCIL

A. Presentations or Citizen Inquiries (All inquiries are limited to 3 minutes per City Ordinance)

There were none to be heard.

B. Consent Agenda (Items on Consent Agenda will not be discussed unless a request is made to remove an item for discussion).

C. Proclamation

Mayor Davies read a proclamation wishing Professor Esther White a Happy 100th Birthday and thanking her for her many years of educating students who benefitted from her knowledge and education.

IV. COMMITTEE OF THE WHOLE

A. New Hangar at Municipal Airport

Administrator Steinbrecher explained to the Council that while waiting for approval from the Illinois DOT Aeronautics Division to qualify for federal funding assistance, the City has received an insurance claim payment for the 10-unit T-Hangar that burned in October of 2019. This insurance claim money is sufficient to proceed with construction of a new hangar and still may qualify for reimbursement of federal entitlement funds after the fact. The relocation of the hangar to the West side of the airport was already depicted in the existing Airport Layout Plan and was necessary as the land where the old hangar stood is located within the aviation restriction area. The administration is recommending and asking for Council’s approval to proceed with the design and construction of a new 10-unit airplane hangar on the west side of the runway. Alderman Daw also commented that Administrator Steinbrecher was able to secure a COVID-19 Relief Grant of $20,000 that was being given to airports. That grant certainly made it possible to move the fuel storage tank and also install a card reader at the site. It was moved by Alderman Wells and seconded by Alderwoman Kelly to proceed with the necessary actions to work with the engineers to design and construct a new 10-unit airplane hangar on the west side of the runway. AYE: Aldermen Cook, Daw, Wells, Pinedo and Alderwoman Kelly NAY: none ABSENT: Alderman Thomas, Alderwoman Twomey and Alderman Heatherly MOTION CARRIED.

V. RESOLUTIONS

A. Resolution 20-010, DCEO Rebuild Illinois Grant

Administrator Steinbrecher reviewed the $12 million project that was necessary in order for the City to supply Smithfield with the water supply for their future increased harvesting of hogs. The expansion of the City’s water system involves a new production well, a new water treatment plant and an elevated water storage tower. In order to undertake this $12 million project, the City is seeking a $2.5 million grant from the Economic Development Administration, U.S. Department of Commerce under its Public Works and Economic Adjustment Assistance Program, and a $2 million grant from the Illinois Development of Commerce under its Regional Economic Development Program. In order to apply for these grants, the City needs to pass a resolution committing funds from its Water/Sewer Fund for use in conjunction with a Rebuild Illinois Public Infrastructure Grant. These funds are to equal 20.8% of the estimated project cost of $12,000,000, or $2,500,000. It was moved by Alderman Daw and seconded by Alderman Cook to approve Resolution 20-010, committing local funds of $2,500,000 from the City’s Water/Sewer Fund. AYE: Aldermen Cook, Daw, Wells, Pinedo and Alderwoman Kelly NAY: none ABSENT: Alderman Thomas, Alderwoman Twomey and Alderman Heatherly MOTION CARRIED.

VI. OTHER BUSINESS

There was none to be considered.

VII. ADJOURNMENT

It was moved by Alderman Cook and seconded by Alderman Daw to adjourn the

June 22, 2020 meeting at 6:15 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderman Thomas, Alderwoman Twomey and Alderman Heatherly, who were absent.
