At the regular meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth at 9:30 am the following members were present:

The chair declared a quorum present and the meeting was opened for business.
APPROVAL OF MINUTES
Mr. Thompson made a motion to approve the minutes of the February 12, 2020 Warren County Board Meeting. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried.
CHANGES AND/OR AMENDMENTS TO AGENDA
Mr. Thompson made a motion to approve the changes of the agenda, add Melanie Monroe and Nakila Blessing remove Tim Lobdell. Mr. Pearson seconded the motion and on a voice vote the chair declared the motion carried.
PRESENTATIONS FROM THE FLOOR
A. Melanie Monroe, handed out a book on wind turbine information and a copy of Nakila Blessing's blog.
B. Nakila Blessing, spoke on protecting rural communities and wind turbine projects and her story of a wind turbine project around her home in Missouri.
C. Jenna Link, Warren County Health Department Administrator, was present and handed out the FY2020 Budget and YTD Comparison Report and Meeting Minutes for May 31, 2020.
ROAD AND BRIDGE
Mr. Thompson made a motion to approve the minutes of the Road and Bridge Committee Meetings for March 10, 2020, May 5, 2020 and corrected the time and Committee Chairman Bill Thompson was present at the June 09, 2020 meeting and the claims for March, April, May and June 2020. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried.
RESOLUTION #15-18-19
Bridge Aid-Berwick
Mr. Thompson made a motion to approve the foregoing resolution. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried.
ANIMAL CONTROL
Mr. Thompson made a motion to approve the minutes of the Animal Control Committee Meetings for March 10, 2020, May 5, 2020 and corrected that Committee Chairman Bill Thompson was present at the June 9, 2020 meeting and the claims for March, April, May and June 2020. Mr. Hawkins seconded the motion and on a voice vote the chair declared the motion carried.
BUILDINGS AND GROUNDS
Mr. Cavanaugh made a motion to approve the minutes of the Buildings and Grounds Committee Meetings for March 11, 2020, May 6, 2020, and June 10, 2020 and the claims for March, April, May and June 2020. Mr. Bresnahan seconded the motion and on a voice vote the chair declared the motion carried.
PCOM Position
Mr. Pearson made a motion to approve the PCOM hiring. Mr. Jenks seconded the motion and the following vote was taken:
Ayes: Byers, Cole, Hawkins, Jenks, Pearson, Reichow, Schar, Thompson, Way, Winkler, Bresnahan
Nays: None
Abstain: Cavanaugh
Absent: Dave Greenlief, Mike McVey, John Ockert, Mark Richardson
The chair declared the motion carried.
Mr. Cavanaugh said everyone should have a packet of the first draft ofthe zoning code. Encouraged everyone to review the draft and get questions or suggestions to himself or Mr. Pearson as soon as possible.
FINANCE COMMITTEE
Mr. Pearson made a motion to approve the minutes of the Finance Committee Meetings for March 12, 2020, May 7, 2020 and June 11, 2020 and the claims for March, April, May and June 2020. Mr. seconded the motion and on a voice vote the chair declared the motion carried.
RESOLUTION #10-19-20
Circuit Clerk Salary
Mr. Pearson made a motion to approve the foregoing resolution. Ms. Cole seconded the motion and the following vote was taken:
Ayes: Cavanaugh, Cole, Hawkins, Jenks, Pearson, Reichow, Schar, Thompson, Way, Winkler, Bresnahan, Byers
Nays: None

CIRCUIT CLERK REPORT
Mr. Cavanaugh made a motion to approve the Circuit Clerk reports for February, March, April and May. Mr. Bresnahan seconded the motion and on a voice vote the chair declared the motion carried.
TREASURER REPORTS
Mr. Pearson made a motion to approve the Treasurer reports for April, May and June.
Mr. Schar seconded the motion and on a voice vote the chair declared the motion carried.
ZONING REPORT
Mr. Thompson made a motion to approve the Zoning reports for February, March, April and May. Mr. Pearson seconded the motion and on a voice vote, the chair declared the motion carried.
9-1-1 REPORT
Mr. Pearson made a motion to approve the 9-1-1 reports for February, March, April and May. Ms. Cole seconded the motion and on a voice vote the chair declared the motion carried.
COUNTY CLERK REPORT
Mr. Schar made a motion to approve the County Clerk Reports for February, March and April. Mr. Bresnahan second the motion and on a voice vote the chair declared the motion carried.
APPOINTMENTS
RESOLUTION #13-19-20
Warren County Housing Authority
Mr. Bresnahan made a motion to approve the foregoing resolution. Mr. Pearson seconded the motion and on a voice vote the chair declared the motion carried.
Mr. Bresnahan made a motion to approve Richard Killey for 2 year term on the Board of Review. Mr. Cavanaugh seconded the motion and on a voice vote the chair declared the motion carried.
Mr. Cavanaugh made a motion to approve Jim Conard to replace Tory Mills for 3 year term on the Zoning Board of Appeals. Mr. Way seconded the motion and on a voice vote the chair declared the motion carried.
Mr. Thompson made a motion to approve Dr. Rueben Medrano, Dr. James Battenburg and Tiffany Cole for 3 year terms on the Warren County Board of Health. Mr. Pearson seconded the motion and on a voice vote the chair declared the motion carried.
