City of Knoxville City Council met March 19.

Here is the minutes provided by the council:

Call to Order: Mayor Maurer called the Special City Council Meeting to order at 6:00 PM. All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Benjamin, Eiker, Gruner, Hillier, Hope, Howard, and Myers; Mayor Maurer, Treasurer Bivens, City Clerk Wilt. Absent: Alderman Naslund, Chief of Police Poyner, Attorney McCoy.

Public Comments: None.

OLD BUSINESS

None.

NEW BUSINESS

1. Ordinance 2020-03 – Regarding Emergency Powers of the Mayor: Attorney McCoy had provided this draft ordinance to address the current COVID-19 pandemic, plus other health or national disaster emergencies. The Council made the following changes:

• Section B: add “or special” after regular with regard to the type of meeting

• Section C – 8: remove the words “suspend or” with regard to the sale of specific types of items

• Section E: add the Public Library to the list of places to post emergency notices, plus add the City All Call System as a type of public notification

Other changes were suggested, including adding a sunset clause to the entire ordinance, and the ordinance will be revisited at the April 6, 2020 Council meeting. Alderman Gruner moved to approve amended Ordinance 2020-03. Alderman Benjamin seconded the motion, which passed with seven (7) Yes votes and one (1) Absent.

Adjourn: At 7:06 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Benjamin seconded the motion which passed by voice vote with no dissent.
