Fulton County Board met April 14.

Chairman Patrick J. O’Brian called the Regular Session to order at 5:30 p.m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

A. Regular Session– March 10, 2020

Member Kessel moved to accept and place on file the regular session March 10, 2020, minutes with a second from Member Murphy. Motion carried by roll call vote (16-0).

B. Special Session – March 23, 2020

Member Kessel moved to accept and place on file the regular session March 23, 2020, minutes with a second from Member Murphy. Motion carried by roll call vote (16-0).

C. Special Session – April 7, 2020

Member Kessel moved to accept and place on file the regular session April 7, 2020, minutes with a second from Member Murphy. Motion carried by roll call vote (16-0).

Member Pigg moved to approve the amended agenda with a second from Member Potter. Motion carried by roll call vote (16 -0).

TREASURER’S REPORT

Treasurer Mayall reported County General March revenue $666,711.55 and expenditures $941,448.67 leaving a deficit of $274,677.12. The total year to date deficit is $703,141.09.

Mayall indicated that some Counties are delaying tax bills and Fulton County will not delay sending tax bills. The tax bills usually go out in April or May and the first installment have a due date in July.

The auditors will complete the audit and will be presenting the audit at the May board meeting.

FINANCE/INSURANCE

a. Discussion/Action: Resolution: newly created line item 001-064-585132, Fulton County/Canton COVID-19 Expenses.

Member Thompson inquired about the newly created line item for Fulton County/Canton COVID-19 expenses. Chairman O’Brian advised this is a joint partnership with Fulton County and the City of Canton for combined resources and with the newly created EOC (Emergency Operation Center) and this will allow the tracking of expenses for Fulton County.

Treasurer Mayall stated this will allow Fulton County, the City of Canton to track and receive FEMA reimbursement for expenses such as PPE (Personal Protection Equipment).

Member Myetich moved to approve the resolution with a second from Member Williams. Motion carried by roll call vote (18-0).

b. Discussion/Action: Resolution: $59,500.00 Immediate Emergency Appropriation from Unappropriated Funds to 001-017-575300 Contract Retro Pay & Bonus.

Member Myetich discussed this is the contract retro pay for the Courthouse and Circuit Clerk employees.

Member Myetich moved to approve the resolution with a second from Member Williams. Motion carried by roll call vote (18-0).

COUNTY HIGHWAY

a. Discussion/Action: Resolution: CH 15 ER Project-19-00906-99 DR Preliminary Engineering Services Agreement Federal Participation

Member Clark discussed this is for the culvert repair on County Highway 15 caused from last Springs flooding. Fulton County will receive 75% of the repair reimbursement from the State.

Member Clark moved to approve the resolution with a second from Member Murphy. Motion carried by roll call vote (17-1-3) with Member Spangler abstaining to vote and Members Blodgett, Kumer and Taylor were absent.

b. Discussion/Action: County Highway claim $3,171.77 – 002-030-530100 ED Training Due (Education).

Member Pigg discussed this reimbursement payment was for bridge training the new Fulton County Engineer Keith Munter received while employed at the Peoria County Highway Department. This is training that Fulton County should not have responsibility for reimbursing Peoria County Highway Department for. Member Pigg stated this is no different than an employee receiving training from a current employer and changing jobs and the new employer reimbursing for training that the old employer did.

Member Clark stated it would be good county working relationship to pay the claim to Peoria County Highway Department. With the new engineer being hired so close to when the bridge training was completed it just makes sense to reimburse Peoria County Highway Department.

Member Clark moved to approve the Highway claim $3,171.77 with a second from Member Madson. Motion carried by roll call vote (17-1) with Member Pigg voting nay.

PUBLIC SAFETY & CAMPGROUND

Member Strandberg discussed with the current state of affairs due to COVID-19 that closed non-essential businesses. The Fulton County Campground was closed and campers will want refunds for camp site leases that have not been used during the time of the COVID- 19 outbreak. The Public Safety & Campground Committee and Fulton County Board will have some hard decision to make in the upcoming meetings as this is the main source of income for the Campgrounds.

COMMUNITY DEVELOPMENT

Member Bohler stated Community Development had no permits this month and paid all claims.

MISC.

a. Discussion/Action: Resolution adopting additional personnel policies

for Fulton County related to COVID-19 and the Families First Corona Virus Response Act, Emergency Paid Sick Leave Act (EPSLA), and Emergency Family and Medical Leave Expansion Act (EFMLEA)

Clerk Bankert asked for clarification on 30days for IPMG and no information was in the document about health insurance.

State Attorney Jochums said he would review all question and concerns with the Clerk and anyone else that has any questions or concerns.

Chairman O’Brian stated the policies can be passed tonight and any amendments can be made at the next Fulton County Board meeting.

Member Thompson moved to approve the Resolution with a second from Member Duquenne. Motion carried by roll call vote (18-0).

b. Discussion/Action: Down State Small Business Stabilization Program

Chairman O’Brian stated no action will take place tonight, O’Brian wanted to make the Fulton County Board aware of the program and the infrastructure in place. This is for small businesses in Fulton County that are not an incorporated municipality.

Fulton County has partnered with the City of Canton and State’s Attorney Jochums and the City of Canton Attorney Jump are working on the participatory agreement trying to recapture any funds if any business does not meet the national objective.

The business is not the grantee. The grantee is the government and this would make Fulton County the grantee and responsible for any repayment of grant funds, in the event of default on the grant.

The application process is handled through the Spoon River Partnership and will be the point of contact is Cole McDaniel and Amanda Woodruff. This grant has a maximum grant of $25,000.00 per business.

Chairman O’Brian brought this up to the Fulton County Board members and as members of the board this will need to be discussed and a decision made.

Fulton County has to manage the reporting on the grant for all applications. The Fulton County Chairman would like the Board to make the decision on who will be the person designated to manage the grant reporting.

A joint public hearing with the City of Canton, City of Lewistown and the Fulton County Board will need to take place prior to the Fulton County Board approving this program.

Currently one business in Fulton County has applied for the grant and that is not a huge undertaking. These are difficult times for non-essential business owners. The application requires business owners to prove all financial materials and because this is a public grant all the information on the application regarding the business’ performance becomes FOIA information.

Chairman O’Brian stated the grant money is only available until it runs out.

c. Discussion: Payroll pay date change

Chairman O’Brian stated the payroll pay date change was discussed in December 2019 and date targeted was May 2020 to change the payroll cycle. This was intended to make the payroll cycle more manageable for the Treasurer’s office. Discussions were had with some employees and with the current state of the economy due to COVID-19 it makes since to delay this action. Some concerns from employees were lapse in health insurance and loss in retirement, and currently the County has some very tough decisions to make. As an employer it does not make sense to cause more hardship to employees at this time and no date was set to revisit the issue.

Member Kessel wanted to recognize last week was National Public Health week, and recognize Katie Lynn and her staff at the Fulton County Health Department and the staff at the Clayberg.

Chairman O’Brian stated with COVID-19 everyone is hearing a lot of information and stated; the Health Department is not testing for COVID-19. The providers are diagnosing the symptoms and providing the tests. Once a case has been confirmed the roll of the Fulton County Health Department is to do the reporting and interview the patient to discover where and who the patient has been in contact with.

d. Discussion/Action: Fulton County Fair Housing Resolution

Chairman O’Brian discussed this is one of the items on the governmental application of the Stabilization program.

Member Pigg moved to approve the Resolution with a second from Member Murphy. Motion carried by roll call vote (18-0).

Chairman O’Brian discussed the need for a Special Fulton County Board meeting on April 21, 2020 at 5:30pm. The items that need extended are the MOU for Federal Funding and to reinstate the Rules of Order.

ADJOURNMENT

Time: 6:45pm

Member Williams made a motion to adjourn the meeting at 6:45pm with a second from Member Kessel. The motion carried with all present voting ayes (18-0). The next regular session meeting of the Fulton County Board will be held on May 12, 2020 at 6:30PM, Fulton County Courthouse, Room 201 Lewistown, IL.
