Fulton County Board met April 21.

Here is the minutes provided by the board:

Chairman Patrick J. O’Brian called the Special Session meeting to order at 5:30 p.m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

The Fulton County Clerk called the roll and found the following members present: Quorum was present. (Present-P; Absent-A)

ADDITIONS/DELETIONS TO AGENDA

Member Kessel moved to accept the agenda with a second from Member Murphy. Motion carried by roll call vote (13-0).

ACTION AGENDA

MISC:

a. Discussion/Action: Extension of MOU between AFSCME and Fulton County

Chairman O’Brian discussed this is an extension of the current MOU (Memorandum of Understanding) to extend the agreement another 14 days.

Member Kessel moved to accept the Extension of the MOU between AFSCME and Fulton County with a second from Member Pigg. Motion carried by roll call vote (14-0).

b. Discussion/Action: Extension of Fulton County Disaster proclamation

Chairman O’Brian discussed the extension of the current Fulton County disaster proclamation until May 22, 2020.

Member Kessel moved to accept the extension to the proclamation with a second from Member Pigg. Motion carried by roll call vote (14-0).

c. Discussion/Action: Restoration of the Fulton County Board Rules of Order

Chairman O’Brian discussed restoring the Rules of Order and to put the committee structure back in place with in person meetings, that is if the governor lifts the shelter in place order. If the shelter in place order is not lifted, all meetings will take place virtually or by conference call.

Member Clark moved to accept Restoration of the Fulton County Board Rules of Order with a second from Member Myetich. Motion failed by roll call vote (13-1) with Member Bohler voting nay.

d. Discussion/Action: Fulton County Committee Revisions

Chairman O’Brian discussed the committee revision and replacing Member Strandberg on the Finance Committee with Member Clark and replacing Staci Mayall on the Joint Advisory Health Insurance Committee with Jennifer Bankert- County Clerk.

Member Myetich moved to accept Fulton County Committee Revisions with a second from Member Murphy. Motion carried by roll call vote (14-0).

ADJOURNMENT

Time: 5:45pm

Member Pigg made a motion to adjourn the meeting at 5:45pm with a second from Member Thompson. The motion carried with all present voting ayes (14-0). The next regular session meeting of the Fulton County Board will be held on May 12, 2020 at 6:30PM, Fulton County Courthouse, Room 201 Lewistown, IL.
