Warren County Board met April 27.

Here is the minutes provided by the board:

At the special meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth beginning at 9:30 AM the following members were present:

PRESENT:

Honorable William Reichow

ABSENT: Michael McVey, John Ockert, Mark Richardson,

CLERK: Tina M. Conard The chair declared a quorum present and the meeting was opened for business.

Warren County Transportation Resolutions Mr. Pearson made a motion to approve the foregoing resolution. Mr. Thompson seconded the motion and on a voice vote the chair declared the motion carried.

RESOLUTION #09-19-20 Authorizing Execution and Amendment of Section 5311 Grant Agreement

Mr. Pearson made a motion to approve the foregoing resolution. Mr. Thompson seconded the motion and on a voice vote the chair declared the motion carried.

RESOLUTION #10-19-20 

Public Transportation Applicant Ordinance

Mr. Pearson made a motion to approve the foregoing resolution. Mr. Thompson seconded the motion and on a voice vote the chair declared the motion carried.

RESOLUTION #11-19-20

Acceptance of the Special Warranty 

Mr. Pearson made a motion to approve the foregoing resolution. Mr. Thompson seconded the motion and on a voice vote the chair declared the motion carried.

Budget Discussion 

Mr. Pearson noted that the county needs to figure out a way to make up the loss of income due to this epidemic. With the loss of sales tax, state taxes, loss of property tax income because people are out of work. Everyone needs to be aware and have discussions before ne week's committee meetings with office holders with their employees. That there was talk of a furlough verses a layoff.

RESOLUTION #12-19-20 Proclamation of Disaster in Warren County

Property Tax Process

Mr. Jenks talked with the Assessor, she hopes to publish by May 13th. Board of Review's last day to file is June 12th. Then the final abstract needs to be sent to State for final multiplier. Then to Kim for extension, then to Kathy for thirty day notice in September. We need to establish guidelines for next year's assessments.

Klinger's proposal Mr. Cavanaugh asked everyone to review the proposal of Shopko for the building. Suggest everyone look at the proposal for review and discuss at the next meeting.

ADJOURN 

Mr. Pearson made a motion to adjourn the Special County Board Meeting. Mr. Greenlief seconded the motion and on a voice vote the meeting was adjourned until 9:30 am on Wednesday, June 17, 2020, for the regular Warren County Board Meeting.
