City of Monmouth City Council met April 20.

Mayor Rod Davies declared the Public Hearing for the CDBG Small Business Stabilization Program Grant open at 5:45 p.m. in the Council Chambers at City Hall, 100 East Broadway. He asked City Administrator Steinbrecher to brief the Council on the program and also the three resolutions of support that need to be passed by the Council.
Administrator Steinbrecher explained that the Illinois DCCEO re-programmed $20 million dollars of Federal Block Grant Funds to offer to certain sized communities in order for them to offer grants to private businesses who can demonstrate an urgent need for these funds due to the COVID-19 Pandemic. A maximum of $25,000 can be granted to each individual business that has been in business for at least three years and can only be used for working capital such as payroll. It is for a maximum of 60 days of operation. The applications must be made by the municipality, who then in turn administers the funds to each business. These are grants and will not have to be re-paid.
The City had four businesses apply, but one of the four had not been in operation for three years and therefore could not qualify for a grant. The other three businesses are:
1) Teddy Bear Daycare requested $22,500.
2) Trego-Johnson Enterprises requested $25,000.
3) Maude Specklebelly’s requested $19,828.
Administrator Steinbrecher further explained that each grant requires a Resolution of Support that needs to be passed by the Council to accompany each business’s application.
He also said that there might be another business applying, which would require another public hearing and that applications can be made until the money is exhausted.
As there were no further questions or comments from the Council or any comments from the public either digitally or written due to the COVID-19 Virus, Mayor Davies declared the Public Hearing closed at 5:55 p.m.
