McDonough County Road and Bridge Committee met March 5.

The McDonough County Road and Bridge Committee held their monthly meeting beginning at 7:00 P.M. The meeting was held at the McDonough County Courthouse, Third Floor, Law Library.
Committee Members present included Chair Trevor Toland, Vice Chair Dave Cortelyou, Rod McGrew, Mike Cox, Dick Marcott, and George Dixon. Other persons in attendance: Patrick Stout, County Chair Scott Schwerer, County Clerk Gretchen DeJaynes, County Assistant Jana Walker, Dave Cadwalader, and Jami Hocker. Committee Member Marcia Twaddle was absent.
Chair Trevor Toland called the meeting to order at 7:00 P.M.
Review & Approve February 6, 2020 Minutes Member Marcott moved with a second by Member Cox to approve the February 6, 2020 minutes with correction under December work report that Dave Cadwalader was absent and did not give report. Motion carried on a voice vote.
Adair Engineer Walker is working on putting together engineering to improve drainage and pipe in Adair through Representative Hammond’s office to see if there are any grants that are available. Nothing is finalized, but they are still pursuing grants to come up with the project to improve drainage. Engineer Walker stated that he got a hold of the railroad, it’s been a long process, they told Walker that they would work with them when the drainage improved downstream, they don’t want to do anything until the clay pipe is replaced. Representative Hammond is looking into it.
Courthouse Repairs Engineer Walker said they can’t do waterproofing, and it would take a lot of repair block to smooth that up, and that’s something we aren’t used to doing. If we start excavating trenches, not only could we impact utilities, but we would be running against whomever does the waterproofing, we would impact their production rates.
New Business Engineer Walker discussed that a credit card would be beneficial for purchasing some materials, as he and Dave have to use their personal credit cards, he told the Committee he would think about it and report what he wanted to do next meeting.
20-00000-00-CS Member McGrew motioned to approve Resolution 20-00000-00-CS Appropriating Funds for the Payment of the County Engineer’s Salary, second by Member Cortelyou. Motion carried on a voice vote.
19-00111-00-RS Member Dixon motioned to approve Resolution to spend Federal Aid Matching Monies on Section 19-00111-00-RS, second by Member McGrew. Motion carried on a voice vote.
County Aid to Bridge Funds Project 2049-32 New Salem Township Member Marcott motioned to approve Resolution Request for County Aid to Bridge Funds Project 2049-32 New Salem Township, second by Member Cortelyou. Motion carried on voice vote.
County Aid to Bridge Funds Project 2030-94 McDonough County Scott Hance told the Committee that the state has eliminated back Class III Routes, because they have passed a law that all roads are 80,000 pounds. Any roads that were posted as Class III they went in and took the signs down, because it’s really not applicable anymore. There is no need for a Class III anymore, because everything is now.
February Work Report Report given by Dave Cadwalader.
Claims
Member Cortelyou moved with a second by Member McGrew to approve the claims submitted. Motion carried on a voice vote.
Other Business
Member McGrew questioned if there was a permit or not to dig under a road for a pipe. Engineer Walker and Cadwalader both said yes, he questioned where someone had dug without a permit, Engineer Walker said he would talk with them.
Jami Hocker addressed the Committee asking about the rock for the repair of the township roads.
Member Marcott had questions on some bad spots on Spring Lake Road.

With no further business to discuss, Member Cortelyou moved to adjourn the meeting, second by Member McGrew at 7:55 p.m. Motion carried on a voice vote.
