2. Roll Call
Roll call was taken, quorum was present.
3. Call for Additions/Deletions To and Approval of the Agenda
Member Murphy pulled item 10a from the agenda.
Member Murphy moved to approve the amended agenda, with a second from Member Spangler. Motion carried by voice vote with all voting ayes.
4. Approval of Previous Minutes – February 11, 2020
Member Murphy moved to approve the February 11, 2020 minutes with a second from Member Spangler. Motion carried by voice vote with all voting ayes.

Member Spangler moved to approve the claims with a second from Member Murphy. Motion carried by voice vote with all voting ayes.

a. Discussion: Animal Control Intergovernmental agreement PULLED

a. Discussion/Action: County Board Office Utilities Line Items
Chairman Myetich recommended to create a separate line item for the Fulton County Board office utility expenses.
Comptroller Miles offered to look back at the previous expense for utilities, water and phone for the ROE building, to help assist with a budget estimate.
Members discussed the dollar amounts that are needed for all the utilities and decided to break out the following expenses.
The line items amount for the phone and internet $2,500.00, utilities $4,000.00 and water $1,500.00. If additional funds are needed the funds can be appropriated during the year. The resolution for the funds will be presented at the next Finance Meeting on March 10, 2020.
b. Discussion/Action: Resolution in opposition to HB4416 Amends the Cannabis Regulation and Tax Act.
Member Murphy discussed the resolution in opposition to HB4416. The HB4416 would prohibit counties from selling adult use cannabis within 1.5-mile radius of any town or city.
Member Murphy will see Senator Koehler next week regarding this resolution that is needed in opposition of the House Bill 4416.
Member Murphy moved to approve the resolution in opposition to HB4416 with a second from Member Spangler. Motion carried by voice vote with all voting ayes.
12. Budget
a. Discussion: FY 2020-21
Chairman Myetich started early discussions for the FY2020-2021 budget. Myetich is wanting to get the word out to the Courts and the Health department to start work on the budgets. The committee will work on aligning salaries as this is a big part of the deficit. The new software that will be used to work this year’s budget will help streamline the process.
Chairman O’Brian and Comptroller Miles are inviting department heads to present each departments budget at the Board office on Mondays starting in May or the first part of June. As the meetings are completed, Comptroller Miles will present that departments budget to the Finance committee for review. Chairman O’Brian is hopeful this new process will help make the budget process more streamlined.
The Wayfair tax is still posing a big unknown on what additional tax revenue will be coming into the county.
13. Transit
Comptroller Miles reported the 2nd quarter claims reimbursement has been processed.
The Transit conference this week that included IDOT reviewed the new 2021 application process that will be done using grant management software.
14. Treasurer’s Report
Treasurer Mayall reported for the month of February revenue is $627,000.00 and expenses are $808,000.00 and the deficit for February is $181,409.56. This leaves a total deficit year to date of $428,463.97.
This will not recover until the new tax cycle starts.
County Clerk Bankert indicated the abstracts from assessment have been rejected by the State of Illinois. Clerk Bankert has not spoken with the Supervisor of Assessments on when this will be resubmitted to the State.
Members discussed it would be great to have a tax cycle committee so all are knowledgeable on the issues that are occurring. This affects a lot of taxing bodies in Fulton County and all the county offices need to convey the same message to everyone that is inquiring.
15. Executive Session: 5 ILCS 120/2(c)(2) Negotiations
Member Murphy moved with a second from Member Spangler to go into executive session at
6:38pm. The motion carried by roll call vote (3-0).
