1. Call to Order

2. Roll Call

Roll call was taken, quorum was present

3. Call for Additions/Deletions To and Approval of the Agenda

Member Murphy moved to approve the agenda, with a second from Member Kessel.
Motion carried by voice vote with all voting ayes

4. Approval of Previous Minutes – November 15, 2019, December 4, 2019 & December 10, 2019.

Member Murphy moved to approve the Nov 15, Dec 4 & Dec 10, 2019 minutes with a second from Member Kessel. Motion carried by voice vote with all voting ayes

5. Announcements, Communications and Correspondence

Chairman Myetich addressed the letter from the ROE (Regional Office of Education). The letter summarizes the different format that Hancock County uses to calculate the percentage split of funds with the ROE26 and the proposed changes the ROE wants to make.

7. Claims

a. Discussion/Action: Claims

Member Murphy moved to approve the claims with a second from Member Spangler. Motion carried by voice vote with all voting ayes.

9. Immediate Emergency Appropriation(s)

a. General Funds Immediate Emergency Appropriations

i. Discussion/Action: Resolution: $3,320.00 Immediate Emergency Appropriation
From unappropriated funds to the newly created Contract Retro Pay and Bonus line item 001-017-575300.

Member Kessel moved to approve the Resolution with a second from Member Murphy. Motion carried by voice vote with all voting ayes.

i. Discussion/Action: Resolution: $578.00 Immediate Emergency Appropriation
from Unappropriated Funds to 015-061-575300 Contract Retro Pay & Bonus

Member Kessel moved to approve the Resolution with a second from Member Murphy. Motion carried by voice vote with all voting ayes.

ii. Discussion/Action: Resolution: $3,570.00 Immediate Emergency Appropriation
from Unappropriated to the Contract Retro Pay and Bonus line item

Member Kessel moved to approve the Resolution with a second from Member Murphy. Motion carried by voice vote with all voting ayes.

iii. Discussion/Action: Resolution: $15,750.00 Immediate Emergency Appropriation from Unappropriated Funds to the newly created Reimbursement for Received Overpayment, #045-101-520305

Member Spangler moved to approve the $15,750.00 Resolution with a second from Member Murphy. Motion carried by voice vote with all voting ayes.

10. Old Business

a. Discussion: Animal Control Intergovernmental agreement

Member Murphy discussed that he and Member Deushane have a meeting at Humane Society on January 15, 2020 regarding the intergovernmental agreement. Member Murphy advised the committee that the State’s Attorney Justin Jochums is reviewing the Humane Society intergovernmental agreement. It was discussed why the other communities in the area do not pay for Animal Control.

11. New Business

a. Discussion/ Action: Trustee Parcels
Member Spangler moved to approve the Trustee Parcels with a second from Member Murphy. Motion carried by voice vote with all voting ayes.

b. Discussion: IPRF Safety Grant: Discussion of fund allocation
Treasurer Mayall discussed the IPRF grand of $4,980.00 that was awarded to Fulton County. This is a grant to be used for safety equipment.

c. Discussion: Life insurance Payout

Clerk Bankert discussed a life insurance payout. The County had MetLife as life insurance in 2019 and Guardian is the current life insurance carrier. The County owes the employee $5,000.00 for the life insurance claim due to the loss of a spouse. This happened when a part-time employee became a full time employee. The Clerk’s office has taken steps to eliminate future errors from happen again. Members suggested to put important communications in with the pay check stubs to assure everyone is notified.

d. Discussion: Recording Plat Maps


Clerk Bankert discussed the plat maps and spoke about a computer program that is needed for recording. The older plat maps are disintegrating and are non-usable. If the map needs to be used it is suggested the person bring in a camera and take a photo of the map. The Assessment office has been helping and have been scanning the maps in a jpeg file. Clerk Bankert indicated Fidlar Technologies has a program that can clean up the plat map images and number the maps. Going forward the recording office now scans all plat maps in the computer.
The first quote for $9,400.00 will guarantee the images are 98% correct, and the second quote for $11, 799.00 will guarantee the images are 99.5% correct. It is a one-time charge to do this project.
Clerk Bankert indicated the money is in the Clerk’s budget to do this project.

12. Transit

Comptroller Miles indicated the first quarter State Grant reimbursement for FCRT was processed in the claims. The second quarter ended December 31, 2019 and the reports are due at the end of January.

13. Treasurer’s Report

Treasurer Mayall discussed financials have been sent out and currently the County has a small surplus of just under $800.00.
The audit started this week and the OPEBA (Other Post-Employment Benefits Audit) was completed and turned into the auditors.
The work compensation audit was completed at the end of December 2019.
