City of Knoxville City Council met Feb. 27.

Call to Order: Mayor Maurer called the Regular City Council Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Howard, and Myers; Mayor Maurer, Chief of Police Poyner, City Clerk Wilt, Attorney McCoy, Engineer Cooper. Absent: Aldermen Benjamin and Naslund, Treasurer Bivens.
Public Comments: None.
Approval of Minutes: Alderman Gruner moved to approve the Minutes of the February 3, 2020 City Council Meeting; Alderman Hillier seconded the motion which passed by voice vote with no dissent.
GENERAL REPORTS
Attorney Report: No report. Engineer Report: No report.
Treasurer’s Report: In the absence of Treasurer Bivens, Mayor Maurer directed the Council to review online the monthly treasurer’s report and accompanying comment sheet.
City Clerk’s Report: No report.
Payment of City Bills: Alderman Hillier moved to approve payment of the City Bills; Alderman Gruner seconded the motion which passed with six (6) Yes votes and two (2) Absent.
Information Items:
• Mayor Maurer noted that the monthly departmental operating reports were available in the online Council packet.
OLD BUSINESS
None.
NEW BUSINESS
1. Resolution – Jackson Street Culvert: Engineer Cooper stated that Laverdiere Construction will tear out the old metal culvert on Jackson Street near the grade school and replace it with a concrete one, at a cost of $16,000.00. Cooper combined this project cost with the regular street maintenance costs for the year, and submitted a resolution for maintenance for $55,000.00 to be funded by Motor Fuel Tax. The City will assist in the project to help keep the cost down. Alderman Eiker moved to approve the maintenance resolution for $55,000.00. Alderman Myers seconded the motion, which passed with six (6) Yes votes and two (2) Absent. Engineer Cooper also reported that federal funding is available to repair Henderson Road from the fairgrounds to Poplar Street, and he will be attending an IDOT meeting to learn more.
Mayor’s Report:
• The next Council meeting will be on Monday, March 2, 2020 at 7:00 pm.
• Police Officer Barry Petzold was seriously injured in a fall while on duty on February 16, 2020, and is in OSF St. Francis Hospital in Peoria.
• Building Administrator Rigg met with Nate Gibbs, who is planning on building a tri-plex home at 304 Madison St. They also discussed finishing off the addition to the home at 301 E North St.
• A survey from Congresswoman Cheri Bustos regarding community issues was circulated, and Aldermen were asked to return the completed survey by February 24, 2020.
COMMITTEE REPORTS:
Administrative – Myers: Alderman Myers will be scheduling a meeting with Engineer Cooper to discuss City Hall addition options.
Cemetery – Hillier: None.
Community & Economic Development – Benjamin: None.
Parks – Howard: None.
Police – Naslund: None.
Sanitation: None.
Streets – Eiker: Alderman Eiker announced that a Street Committee meeting will be held on Tuesday, February 25, at 1:00 pm at the Police Station.
Water/Sewer – Gruner: Alderman Gruner suggested that each Alderman write an article or letter to the Editor of the Knoxville Bulletin, informing residents about their respective committee areas.
Adjourn: At 7:20 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion which passed by voice vote with no dissent.
