City of Knoxville Council met Feb. 3.
Here is the minutes provided by the council:
Call to Order: Mayor Maurer called the Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Benjamin, Eiker, Gruner, Hillier, Hope, Howard, and Myers; Mayor Maurer, Treasurer Bivens, Chief of Police Poyner, Engineer Cooper, and City Clerk Wilt. Absent: Alderman Naslund, Attorney McCoy. Also in attendance: Mr. William Munson.
Public Comments: Mr. William Munson, 100 Willow Ln, stated that he is content to pay taxes for the services provided, and he thanked the Council for all that they do for Knoxville.
Approval of Minutes: Alderman Gruner moved to approve the Minutes of the January 20, 2020 City Council Meeting. Alderman Benjamin seconded the motion which passed by voice vote with one abstention.
GENERAL REPORTS
Attorney Report: No report.
Engineer Report: Engineer Cooper reported that the culvert on Jackson Street south of the elementary school is in poor condition and will need to be replaced this year.
Treasurer’s Report: Treasurer Bivens reported that, in response to a previous inquiry, she found that public funds cannot be invested with private brokerages to try to achieve a higher interest rate.
City Clerk’s Report: No report.
INFORMATION ITEMS

OLD BUSINESS
None.
NEW BUSINESS
1. City Hall Addition: Alderman Myers would like to investigate options to add on to the current City Hall on the north and/or the west sides to allow for a new public entrance and office that are handicap-accessible, plus review roof options on the current building to repair leaks. Alderman Myers moved to contract with Bruner, Cooper & Zuck to provide preliminary plans for a City Hall addition. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes and one (1) Absent.
2. 2020-2021 Wheel Tax Sticker: Mayor Maurer reported that City Clerk Wilt suggested featuring the Public Library with its new windows on the 2020-2021 wheel tax sticker.
By general consensus the Council agreed with the choice. Clerk Wilt will contact the sticker provider to provide design options for Council approval.
Mayor’s Report:
• Love’s Travel Stop contacted Building Administrator Rigg to start the process of installing a solar farm south of their location.
• Brad Locke, owner of 102 W Main St, has a new business arrangement and is returning to this currently vacant building. Mr. Locke requested TIF funding for a new sign, which would not qualify, plus any TIF request could not be considered until after September 2021 due to a previous grant for that building.
• TIF funding requested for the new police vehicle has been approved by the Economic Development Group in the amount of $12,765.00, one-third the cost of the vehicle.
• Water Superintendent Johnson has suggested the possibility of job-sharing someone from within the Street Department as a part-time water employee. This person would need to eventually sit for the water operator license.
• Mr. and Mrs. Tom Hoehn have paid the agreed upon amount to purchase the unimproved portion of Washington Street. Attorney McCoy will file the necessary paperwork with Knox County.
• Service Line Warranties of America have informed the City that there is a new account manager assigned to Knoxville.
• The next regularly scheduled Council meeting will be held on Monday, February 17, 2020 at 7:00 pm.
• The Public Library Board will meet on Tuesday, February 4, 2020 at 7:00 pm.
Committee Reports
• Administration: No report.
• Cemetery: No report.
• Economic Development: Alderman Benjamin inquired about how to inform the community about Council business now that John Pulliam of the Bulletin has retired. The meetings are announced to various press groups, but those groups often are understaffed and do not choose to attend the meetings.
• Parks: No report.
• Police: No report.
• Sanitation: No report.
• Streets: No report.
• Water/Sewer: No report.
Adjourn: At 7:23 PM, Alderman Myers moved to Adjourn the Meeting; Alderman Hillier seconded the motion which passed by voice vote with no dissent.
