City of Knoxville City Council met Jan. 6.
Here is the minutes provided by the council:
Call to Order: Mayor Maurer called the Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Benjamin, Eiker, Gruner, Hillier, Howard, and Myers and Naslund; Mayor Maurer, Treasurer Bivens, Chief of Police Poyner, Attorney McCoy, Supervisor of Public Works Rossell, Water Superintendent Johnson, and City Clerk Wilt. Absent: Engineer Cooper. Also in attendance: Mr. Tom Hoehn and one member of the press.
Appointment for Ward 2 Open Seat: Mayor Maurer introduced Mrs. Kristina Hope as his selection to appoint to the open council seat in Ward 2. Alderman Hillier moved to accept the appointment. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes. Alderman Hope will head the Sanitation Committee.
Public Comments: City Clerk Wilt thanked the Council for her employee Christmas bonus, and said that other employees also passed along their thanks.
Approval of Minutes: Alderman Benjamin moved to approve the Minutes of the December 16, 2019 City Council Meeting. Alderman Gruner seconded the motion which passed by voice vote with one abstention.

INFORMATION ITEMS

OLD BUSINESS
1. Residential Electronics Pick-Up: Alderman Myers reported that Eagle Enterprises, the current recycling provider, will take electronics for $0.40 per pound. The City is currently charging $10.00 for an electronics disposal tag, but is losing money on television sets. Alderman Myers moved to charge a separate television disposal fee of $40.00, and create a new tag. Alderman Hillier seconded the motion, which passed by voice vote with no dissent.
2. Ordinance 2020-01 Vacating Washington Street Road Easement: Attorney McCoy reported that the City may sell a portion of an unimproved portion of Washington Street from Jefferson Street to the east side of Line Street, including the 33’ x 33’ portion of Line Street, at fair market value. Mr. Tom Hoehn has requested to purchase this property, which is just short of 4/10 of an acre. Using an acreage multiplier website, by general consent, the Council agreed on the asking price of $3,400.00. Alderman Myers moved to approve Ordinance 2020-01 to include the amended price asking price of $3,400.00. Alderman Eiker seconded the motion, which passed with eight (8) Yes votes.
3. Yard Waste Truck: This 2001 International sanitation truck is currently sitting in disrepair at Nichols Diesel. Flom Disposal from Faribault, MN has offered $10,000.00 for the truck as is. Alderman Myers moved to declare this truck as surplus. Alderman Naslund seconded the motion, which passed with eight (8) Yes votes. Alderman Myers moved to sell the 2001 International truck to Flom Disposal for $10,000.00. Alderman Naslund seconded the motion, which passed with eight (8) Yes votes. Purchase of a new truck will be placed on the January 20, 2020 agenda.
4. Revised Vehicle Impound Ordinance: Attorney McCoy presented this amended ordinance, which cleans up the wording in our current impound ordinance to match the new state statute with regard to the lawful possession of cannabis. Alderman Myers moved to approve Ordinance 2020-02, Amending Chapter 14 Concerning the Impoundment of Vehicles Used in Connection with Illegal Acts. Alderman Howard seconded the motion, which passed with eight (8) Yes votes.
NEW BUSINESS
1. Resolution 2020-01 – Hire Utility Worker Trevor Myers: The open Utility Worker position was posted within the community, and interviews were performed. Alderman Eiker moved to approve Resolution 2020-01 to hire current part time employee Trevor Myers for the open full time Utility Worker position. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes and one (1) Abstention.
2. Resolution 2020-02 – Hire Sanitation Worker David Liniger: Mayor Maurer reported that due to the unexpected departure of one of the sanitation workers, there is now an open position in the Sanitation Department. Current Water employee David Liniger would like to transfer to that position. Alderman Hillier moved to approve Resolution 2020-02 to hire David Liniger as a Sanitation Worker. Alderman Eiker seconded the motion, which passed with eight (8) Yes votes. Until a new employee can be added to the Water Department, Mr. Liniger will still be on call for water emergencies.
Mayor’s Report:
• The next regularly scheduled Council meeting will be held on Monday, January 20, 2020 at 7:00 pm.
• The Public Library Board will meet on Tuesday, January 7, 2020 at 7:00 pm.
• The Mayor will be meeting with Building Administrator Rigg on Tuesday, January 7, 2020 to review interior and exterior wall issues at the Public Library.
Committee Reports
• Administration: No report.
• Cemetery: No report.
• Economic Development: No report.
• Parks: No report.
• Police: Alderman Naslund reported that additional repairs are needed on the 2013
Explorer, and since it is no longer cost effective to keep making repairs, he would like to replace the vehicle. He requested that the item be added to the January 20, 2020 agenda, and wondered if TIF funding could help offset the cost of a new vehicle.
• Sanitation: No report.
• Streets: No report.
• Water/Sewer: Alderman Gruner reported that the sewer lining project has been completed.
Adjourn: At 7:36 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion which passed by voice vote with no dissent.
